About this opportunity

The City of Hawkinsville, Georgia is requesting sealed bids for water system improvements funded by Community Development Block Grant #25p-x-116-2-6789, with bids due August 20, 2026 at 11:00 a.m. local time at Hawkinsville City Hall. The project is subject to Build America, Buy America Act requirements mandating that absent an approved waiver, all iron, steel, manufactured products, and construction materials must be sourced in the United States — a decision-flipping compliance filter.

The scope encompasses approximately 4,050 linear feet of open trench 6-inch PVC water main, 575 linear feet of 6-inch fusible PVC via horizontal directional drill, 280 linear feet of open trench 2-inch PVC water main, 120 linear feet of 2-inch fusible PVC or HDPE via horizontal directional drill, 285 linear feet of 12-inch jack and bore steel casing, 32 6-inch gate valves, 8 fire hydrants, 900 square yards of sidewalk removal and replacement, 50 service transfers, and associated appurtenances. Still Waters Engineering (Project No. H0123.001) manages the design. Bidding is on a single prime contract basis with lump sum and unit price pricing. All permits are expected to be approved prior to bid opening; no property acquisition for easements or right-of-way is anticipated.

The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract amount, with sureties listed on the U.S. Treasury Department's most current Circular 570 Listing and licensed in Georgia. Bidders must purchase a complete set of bidding documents from Still Waters Engineering, 130 Veterinary Way, Unit 2, Leesburg, Georgia 31763 (229-496-5700 or officeadmin@stillwaterseng.com) for $300 for electronic PDF or an additional $100 for paper copies.

Section 3 of the Housing and Urban Development Act of 1968 applies, requiring opportunities for employment, training, and contracting with low-income residents and business concerns located in or substantially owned by project area residents. Contact City Clerk Teresa Rogers at 478-892-3240 regarding such opportunities. Bids may not be withdrawn for 60 days after bid closing. The City reserves the right to reject all bids.
