About this opportunity
The Town of Clayton, North Carolina is soliciting Statements of Qualifications under RFQ 700-2027-WR-03 for a Water, Sewer, and Electric SCADA Master Plan, with submissions due December 2, 2026 at 5:00 p.m. ET and questions accepted through November 16, 2026. Selection follows North Carolina's qualifications-based requirements. Eligibility is gated by state licensure: the selected firm must be registered with the North Carolina Secretary of State, hold a current firm license with the North Carolina Board of Examiners for Engineers and Surveyors, and have final engineering work products sealed by a North Carolina-licensed professional engineer. The solicitation names no set-aside or local-vendor preference.
Part A requires a comprehensive master plan assessing current SCADA and operational technology environments across three utilities serving approximately 35,000 residents in Johnston County. Deliverables include a future-state architecture with a ten-year horizon, gap analyses, standards frameworks, and a prioritized, cost-loaded implementation roadmap separable by enterprise fund (Water/Sewer and Electric). The Town anticipates completing Part A within 12 months of Notice to Proceed. Part B covers optional implementation services, including standards development, preliminary and final design, procurement support, cybersecurity implementation, construction-phase services, and training, authorized by individual task orders at the Town's sole discretion.
Part A compensation is negotiated on a fixed-fee basis with the highest-ranked firm, and fee information must be excluded from Statements of Qualifications. The resulting contract has a three-year term with up to two one-year renewal extensions by mutual agreement. The Town is subject to annual appropriation and may terminate without penalty if funds are not appropriated. The engagement is funded through the Water Resources/Wastewater and Electric enterprise funds, and the Town will identify external sources such as State Revolving Funds, Division of Water Infrastructure programs, FEMA hazard mitigation grants, Department of Energy grid resilience programs, and cybersecurity grants.
Evaluation weights are project understanding and technical approach (30 points), key personnel with operational technology cybersecurity and electric distribution automation expertise (25 points), comparable water and wastewater SCADA master plan experience (25 points), project management and quality control (10 points), and references and past performance (10 points). Shortlisted firms may be interviewed on a 100-point basis. Required insurance includes $1 million general liability per occurrence, $2 million general liability aggregate, $0.5 million employer's liability, $1 million professional liability, and $2 million cyber/technology errors and omissions coverage.
