About this opportunity
The Washington State Department of Natural Resources (DNR) is initiating a solicitation to seek proposals from firms interested in a project to analyze and audit DNR's statewide water rights portfolio. The objective is to identify and evaluate DNR's water rights and provide recommendations to improve management of the agency's water rights assets. The selected firm will be required to locate and evaluate all of DNR's water rights, including claims that need to be identified and validated, as well as provide recommendations on data management and long-term strategic asset management improvements for the portfolio. The RFP covers multiple jurisdictions across Washington, including various counties, cities, and census-designated places. Proposals are due by September 23, 2024, and the contract work is expected to begin on December 15, 2024 for an initial one-year term, with options to extend for up to two additional one-year periods.
The RFP does not specify any pricing terms or set-asides, but indicates preferences will be given to Washington state certified veteran-owned businesses and small businesses. No incumbent information is provided, and the RFP states the procurement is not expected to exceed $150,000 for the initial one-year term. The agency encourages participation from minority, woman, veteran-owned, and Washington state certified small businesses as prime contractors or subcontractors, but no minimum level of diverse business participation is required to receive a contract award.
