About this opportunity

The Chittenden County Regional Planning Commission (CCRPC) is issuing a Request for Qualifications (RFQ) for water quality improvement subcontractors in the Northern Lake Champlain Direct Drainages Basin (Basin 5), as defined by Act 76, the Clean Water Service Delivery Act. The procurement seeks to prequalify and contract with subcontractors who can provide professional services for non-regulatory water quality improvement projects, with a primary focus on phosphorus reduction. Eligible project sectors include streams, forests, developed lands, and agriculture, with an initial contract period of three years. The RFQ is specifically targeting professional service providers who can support the CCRPC and its CWSP Subgrantee Project Implementors/Managers in executing water quality initiatives. Interested parties must submit their qualifications by January 17, 2024, through the specified channels outlined in the procurement documents. The scope of work involves developing and implementing water quality improvement strategies, collecting and analyzing environmental data, and supporting the overall objectives of watershed management in the Basin 5 region.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. While the RFQ does not provide detailed information about incumbent vendors or specific budget ranges, it is clear that the contract will be awarded based on the qualifications and capabilities of the subcontractors to execute water quality improvement projects. The geographical focus is specifically on the Chittenden County area within the Northern Lake Champlain watershed, with projects aimed at addressing water quality challenges through targeted interventions. Potential subcontractors should have expertise in environmental monitoring, water quality analysis, project implementation, and reporting. The CCRPC will likely evaluate submissions based on technical capabilities, past performance, understanding of the Basin 5 watershed, and the ability to effectively reduce phosphorus levels through strategic interventions. Interested parties are encouraged to review the detailed RFQ documents and familiarize themselves with the specific requirements of the Clean Water Service Delivery Act and the goals of the Northern Lake Champlain CWSP initiative.
