About this opportunity
The City of Newark, New Jersey (Essex County) is soliciting bids for Food Grade Granular Salt (Culinox 999) to supply the Pequannock Water Treatment Plant in West Milford, New Jersey under Invitation to Bid 2026-03. The procurement requires bidders to provide NSF-certified, food-grade granular salt meeting specific chemical composition standards, with an estimated annual quantity of 550 tons delivered in minimum shipments of 22 tons. Successful bidders must demonstrate the ability to deliver seven days per week with a maximum delivery time of two days from order date, maintain telephone response capability within fifteen minutes for emergency service calls, and achieve on-site arrival within four hours. Bidders must provide NSF certificates, Material Safety Data Sheets (MSDS), and certified chemical analysis with each delivery, and the contract carries a twenty-four-month term with prices remaining firm throughout the period. Electronic bids must be submitted via the City's ProcureNow portal by 10:15 a.m. on Thursday, February 19, 2026, with public bid opening immediately thereafter; the question submission deadline is February 13, 2026 at 12:00 p.m. The City will award the contract to the lowest responsive and responsible bidder in accordance with N.J.S.A. 40A:11-4, reserves the right to award to multiple vendors or reject any bids, and may assess liquidated damages of up to $300 per day for unnecessary delivery delays. Site inspections of the Pequannock Water Treatment Plant located at 2224 Route 23 North, West Milford, New Jersey are permitted prior to proposal submission, and no pre-bid conference will be held.
All bidders must comply with New Jersey affirmative action requirements and provide proof of business registration, notarized non-collusion affidavits, and required certifications regarding Iran investment prohibitions, Russia-Belarus activity prohibitions, federal non-debarment status, equal employment opportunity compliance, and Americans with Disabilities Act compliance. Bidders must also maintain general liability insurance with the City named as an additional insured. No set-aside designations for disadvantaged enterprises, minority-owned businesses, or women-owned businesses are specified in the solicitation documents. No incumbent vendor information is provided, and the procurement documents do not identify any existing infrastructure or technology requiring integration beyond the salt delivery and facility requirements at the Pequannock Water Treatment Plant. The solicitation does not disclose a specific contract award value or budget range; however, the estimated annual consumption of 550 tons with minimum shipment quantities of 22 tons provides a baseline for cost estimation. All prices must be quoted exclusive of federal and state sales taxes and shall remain firm for the entire contract period.
