The scope is a complete 11.5-foot self-bailing fishing raft package including an NRS fishing frame, two Sawyer utility oars, padded rower's seat, swivel fisherman's seat, high-rise and foot bars, cross bars, oar locks and mounts, rear accessory bar, anchor system, NRS super pump, patch kit, and storage bag. The raft must be constructed of PVC, measure 5 feet in width with 18-inch tube diameter and five air chambers, support a 1,500-pound weight capacity, and be classified for Class IV whitewater use. Vendors may propose NRS-branded assemblies or documented equivalent products.

Pricing must be provided on a Free on Board Destination basis, all-inclusive of shipping to IF&W at 689 Farmington Road, Strong, Maine. The requested delivery date is April 1, 2024; delivery speed after order receipt may factor into award. Bids remain firm for 180 days from opening. The State reserves the right to negotiate purchase of additional units at the bid price for six months following award and may decline the lowest-price bidder based on documented poor performance or contract termination within the past five years. No best-and-final-offer process will be conducted. The State is exempt from federal, state, and local taxes.
