About this opportunity
Hudson County Division of Purchasing is requesting sealed bids for water treatment and maintenance services across County facility locations, with bids due September 17, 2026 at 10:30 a.m. The contractor will provide a complete water treatment program including all treatment chemicals, testing equipment, reagents, and personnel training to maximize equipment efficiency and lifespan.
The scope encompasses minimum monthly service visits testing raw water, softened water, boiler feed water, boiler water, cooling tower water, and closed-loop water systems across specified performance parameters: hardness, alkalinity, chlorides, phosphate, chelate, sulfite, iron, copper, conductivity, and pH. Performance standards require scale buildup not exceeding 0.0156 inches per operation year with no tuberculation or surface corrosion; corrosion rates less than 5 milliliters per year for condenser and chilled water systems; and no signs of corrosion, scale formation, or deposition in closed-loop hot water systems. The Facility Manager at each location will establish specific service requirements based on individual system needs.
The contract term is two years with potential extensions for one two-year period or two one-year extensions at the County's discretion, not to exceed five consecutive years total. Pricing is submitted on the County's Bid Price Calculation Form with all costs—insurance, bonding, shipping, and incidental charges—incorporated into unit pricing on an as-needed basis with no minimum order requirements. No price adjustments are permitted during the initial contract term; vendors must account for inflation in their bids. For contract extensions, price increases must adhere to index rate change for the twelve months preceding the most recent quarterly calculation. Delivery is FOB Hudson County within a reasonable time after purchase order issuance. Non-denoted items under the same commodity code are provided at acquisition cost plus up to 10% markup with proof required.
Contractors must demonstrate five years of minimum experience serving government and private industry customers of equal size and complexity and provide credentials for all service project managers and technicians. Questions are due September 3, 2026 by 3:00 p.m. via email to the Acting Purchasing Agent.
