About this opportunity

The Texas Department of Criminal Justice is soliciting bids to establish a purchase order for water heaters at its Willacy Unit in Raymondville, Texas, with responses due November 5, 2026. Submissions must be made electronically through the Bonfire portal at tdcj.bonfirehub.com, and respondents must register in advance. The source names no set-aside, preference program, or local-vendor requirement.

Electrical items must meet applicable OSHA standards and carry listings from Underwriters Laboratory (UL), Factory Mutual Resource Corporation (FMRC), or National Electrical Manufacturers Association (NEMA). Goods are subject to inspection and testing by authorized TDCJ personnel, and the vendor bears all costs if products fail to meet specifications.

Responses must be time-stamped on or before the exact opening hour and date, and late or unsigned responses will not be considered. Each response must be firm for 30 days from the response due date, and unit prices govern over extension errors. Respondents must enter their Texas Identification Number (T.I.N.S.) and Federal Employer Identification Number (EIN) on the solicitation form, and each continuation page must show the firm name in the upper right-hand corner. Purchases for State of Texas use are exempt from state sales tax and federal excise tax, and TDCJ will furnish exemption certificates on request.

TDCJ reserves the right to award on low line-item response, low total of line-items, or any combination serving the State's best interests, and to reject any and all items at its sole discretion. Award notices follow 34 TAC Rules 20.207(c)(2) and 20.306. Any contract may be extended up to three months at the State's sole discretion.

Questions must be submitted through the electronic bid system by the dates in the solicitation, and all amendments will be issued as Public Notices through the same system. The TDCJ procurement contact is Donna Bussey, donna.bussey@tdcj.texas.gov. Vendors should allow at least one business day for file uploads and confirm a "Submission Complete" status in their Bonfire account.
