About this opportunity

The State of Ohio Adjutant General's Department (BID NUMBER: SRC0000041740) is requesting quotes for water heater replacement at the Piqua Armory, with bids due September 23, 2026, and a mandatory site visit on September 14 at 9:00 a.m. at 623 East Ash Street, Piqua, Ohio.

The scope requires complete decommissioning, removal, and replacement of a failed A.O. Smith BTX 100 120-gallon commercial water heater (natural gas-fired, 116.36 gallons per hour recovery, 100,000 BTU/hour input) with a functionally equivalent replacement meeting identical specifications, including 120V electrical compatibility and 150 PSI maximum working pressure. The contractor must isolate utilities, drain the tank, disconnect water, gas, and electrical lines, legally dispose of the failed unit, install the new unit with proper clearances, reconnect all systems including dielectric unions, thermal expansion tank, sediment trap, gas shut-off valve, and T&P relief valve with compliant venting, and perform system purge, leak testing, and ignition verification. The scope excludes electrical panel upgrades, structural modifications, and complete exhaust chimney replacement unless existing venting proves incompatible. The contractor must hold current commercial plumbing and gas-fitting licenses compliant with local commercial plumbing, gas, electrical, and building codes. Place of performance is the Piqua Armory, Piqua, Ohio.

All bids must remain firm for 60 days. Award will be made to the lowest responsive and responsible bidder. Bidders must submit bids exclusively through OhioBuys with a signed bidder's certificate and separate compliance verification documents including ACORD Certificate or Certificate of Liability Insurance with endorsements and stop gap coverage, business address verification, completed Bidder's Certification Form, Contractor/Subcontractor Affirmation and Disclosure Form, Affirmative Action Program Verification Form, Secretary of State Charter/Registration Number, current Bureau of Workers' Compensation certification, and any applicable MBE, EDGE, VBE, WBE, or specialty trade certifications. Funding is subject to appropriation, budget certification, and availability of cooperative agreements through the National Guard Bureau. Contractors must register as payees in the Ohio Pays system to receive payment via Electronic Funds Transfer. Site visit point of contact is Joshua Farrier; for site access, contact Thom Thorpe at 624-496-1577 or thom.l.thorpe.nfg@army.mil, Monday through Friday, 7:00 a.m. to 3:00 p.m.
