About this file

This is a Scope of Work document for the State of Ohio, specifically for the Piqua National Guard Armory located at 623 E. Ash Street in Piqua, Ohio. The project involves the complete decommissioning, removal, and replacement of a failed A.O. Smith BTX 100 120 commercial water heater with a functionally equivalent replacement unit. The existing 100-gallon, natural gas-fired water heater with a recovery rate of 116.36 gallons per hour and 100,000 BTU/hour input must be safely removed and replaced with a new unit meeting identical specifications, including 120V electrical compatibility and 150 PSI maximum working pressure. The contractor responsibilities encompass three distinct phases: Phase 1 involves isolation of utilities, drainage of the tank, disconnection of water, gas, and electrical lines, and legal disposal of the failed unit; Phase 2 requires installation of the new unit with proper clearances, reconnection of all systems including dielectric unions, thermal expansion tank, sediment trap, gas shut-off valve, and T&P relief valve with compliant venting; and Phase 3 includes system purge, leak testing, ignition verification, and handoff with operational documentation. A mandatory pre-bid site visit is scheduled for September 14, 2026, at 9:00 AM at the Piqua Armory, with all bids to be submitted through the OhioBuys Portal. The point of contact is Joshua Farrier, reachable at (614) 989-9854 during business hours Monday through Friday, 8:00 AM to 4:00 PM.

The scope explicitly excludes electrical panel upgrades, structural modifications, and complete replacement of the building's core exhaust chimney system unless existing venting proves incompatible with the new high-efficiency unit. The contractor must be licensed for commercial plumbing and gas fitting in accordance with current local commercial plumbing, gas, electrical, and building codes. No specific pricing, funding amounts, contract term, or award information is provided in this scope of work document, as these details would be contained in the associated bid solicitation and contract award documentation.

Scope of Work: Water Heater Replacement

📋📋 1. Project Objective

Furnish all labor, materials, equipment, and disposal services necessary to safely decommission and remove the existing failed A.O. Smith water heater and install a new, functionally equivalent replacement unit. All work must comply with current local commercial plumbing, gas, electrical, and building codes.

🛠🛠 3. Contractor Responsibilities

The selected contractor shall perform the following phases of work:

Phase 1: Decommissioning & Removal

Task Description

Isolation Shut off the natural gas supply, domestic water supply, and 120V electrical power to the existing unit.

Drainage Safely drain the 100-gallon tank to an approved floor drain or exterior location.

Disconnection Disconnect water lines, the natural gas hard-pipe/flex line, the 120V electrical connection, and the exhaust venting.

Disposal Provide necessary manpower/rigging to remove the commercial heavy-duty tank.

Dispose of the failed unit legally off-site, inclusive of all environmental and recycling fees.

Phase 2: Installation & Connection

System Installation Requirements

Site Prep Clean the installation pad/area. Install a new commercial-grade drain pan beneath the unit if required by local code.

Positioning Rig and set the new equivalent water heater in place, ensuring proper manufacturer-specified clearances for maintenance and combustibles.

Plumbing Reconnect cold water inlet and hot water outlet. Install new dielectric unions, isolation valves, and a properly sized commercial thermal expansion tank on the cold water line.

Natural Gas Reconnect to the existing natural gas supply. Install a new sediment trap (drip leg) and gas shut-off valve. Ensure gas line sizing is adequate for a 100,000 BTU draw.

Venting Reconnect the exhaust system to the existing flue/PVC venting. Ensure venting material meets manufacturer specifications for high-efficiency models and that pitch and seals are correct.

Electrical Reconnect the 120V (5 Amp) power supply to the unit's blower/control module, ensuring proper grounding.

Safety Devices

Install a factory-supplied Temperature and Pressure (T&P) relief valve. Hard-pipe the discharge line to within 6 inches of the floor or an approved drain.

Phase 3: Testing & Commissioning

Action Verification & Handoff

System Purge

Fill the 100-gallon tank completely and bleed all air from the domestic hot water system.

Leak Testing

Perform hydrostatic pressure tests on water connections. Perform soap-bubble or electronic sniffer tests on all modified gas connections to ensure zero leaks.

Ignition & Draft

Power the unit on, verify successful electronic ignition, and confirm proper exhaust draft with no spillage.

Handoff Clean the work area. Provide the facility manager/owner with the new O&M manuals, warranty paperwork, and a demonstration of the digital temperature controls.

🚫🚫 4. Exclusions (Unless otherwise negotiated)

Category Excluded Items

Electrical Upgrades to the main electrical panel or pulling new 120V circuits to the mechanical room.

Structural Widening of doors, removal of walls, or structural reinforcing to allow the new 100-gallon tank into the building.

Venting Complete replacement of the building's core exhaust chimney/flue (unless existing PVC/vent is incompatible with the new high-efficiency unit).

Key Takeaway: Because the BTX 100 120 is a commercial-grade, high-capacity unit (100 gallons) that requires both natural gas and a 120V electrical connection for its controls/blower, the contractor will need to handle both gas fitting and minor electrical work. Ensure the selected contractor is licensed for commercial plumbing and gas fitting in your jurisdiction.
