About this opportunity

Long Beach Public Utilities Department is soliciting proposals for engineering services to update its Water Distribution Master Plan under RFP EO-3750, with proposals due August 20, 2025. This is a Notice of Intent to Award stage; Black & Veatch Corporation has been selected for award, and a five-business-day protest period commenced September 25, 2025.

The scope encompasses evaluation of existing and planned water distribution facilities; assessment of historical and forecasted water supplies and demands; updating and calibrating a hydraulic model in InfoWater Pro; pipeline condition assessment; and development of a prioritized Capital Improvement Program with a comprehensive final report. Non-mandatory Tasks 1–7 form the base scope. Optional Task 14, added by Addendum No. 1, requires validation of Probability of Failure (POF) analysis and machine learning algorithm effectiveness (XGBoost versus alternative tools) from the previous master plan, with results incorporated into Task 6 deliverables. Optional Tasks 8–13 include condition assessment execution, hydraulic model technical support, flushing program development, valve maintenance program development, and system-wide pressure study. The consultant must work within LBPUD's existing InfoWater Pro platform. LBPUD will provide approximately 800 historical flow tests and five pressure loggers. Advanced Metering Infrastructure data covers 92,171 of 92,191 potable meters (99% AMI enabled). The hydraulic model was last updated in 2020.

Contract compensation is hourly rate plus reimbursable expenses with an upper limit, paid upon invoice approval. The contract term is 12 months from Notice to Proceed with an 18-month expiration from General Manager execution; Addendum No. 1 extends the project completion timeline to 24 months from Notice to Proceed. Required insurance includes $1 million per-occurrence / $2 million general-aggregate commercial general liability, professional liability of $1 million per claim, and $500,000 combined single-limit commercial automobile liability. All deliverables and the updated hydraulic model become exclusive property of LBPUD.

Evaluation weighted organizational capacity and experience at 30%, method of approach at 50%, communications and reporting at 10%, and reasonableness of cost at 10%. The contract is subject to Long Beach Municipal Code Equal Benefits Ordinance provisions and California prevailing wage requirements if the project constitutes public work. A non-mandatory pre-proposal meeting was held July 21, 2025; questions were due July 23, 2024.
