Summary of Addendum No. 1 to Request for Proposal
This document is Addendum No. 1 to a Request for Proposal issued by the Long Beach Public Utilities Department for Project No. EO-3750, the Water Distribution Master Plan. The addendum modifies the project schedule and adds an optional task to the scope of work. The consultant must complete the project within 24 months from the Notice to Proceed. The addendum introduces Task 14 – POF Validation (Optional), which requires the consultant to validate Probability of Failure (POF) analysis and capital improvement recommendations from the previous Distribution Master Plan. Specifically, the consultant must verify whether the XGBoost machine learning algorithm used in the previous master plan effectively identified recent main breaks or whether a different machine learning tool should be employed for current capital improvement plan recommendations. Results from Task 14 analysis shall be incorporated into the deliverables for Task 6.
The addendum also includes responses to 13 questions submitted by proposers addressing project specifications and requirements. Key clarifications include confirmation that 99% of potable water meters are Advanced Metering Infrastructure (AMI) enabled (92,171 installed meters with only 20 non-AMI meters); one base demand scenario with child scenarios for minimum, average, and maximum day demands is requested; no hard deadlines exist for project completion; the 24-month timeline includes optional tasks; all potable distribution system assets will be considered in analysis; LBUD currently operates InfoWater Pro hydraulic modeling software and prefers proposals remain within this platform; LBUD will provide approximately 800 historical flow tests and five pressure loggers, though consultants should plan for additional equipment if necessary; cost and billing schedules must be submitted separately from the letter proposal; both Equal Benefits Ordinance forms are required but do not count toward page limits; the hydraulic model was last updated in 2020; and consultants must include time and costs to compare GIS information with the model to identify necessary facility additions and deletions.

ADDENDUM No. 1
TO THE REQUEST FOR PROPOSAL
Long Beach Public Utilities Department Long Beach, California Project No. EO-3750 Water Distribution Master Plan
TO ALL PROPOSERS:
The following amendment is hereby made as part of the Request for Proposal for the subject project, as fully and completely as if the same were set forth therein. This Addendum No. 1 consists of pages ADD1-1 through ADD1-4.
CHANGES TO EXHIBIT “A” – SCOPE OF WORK
The following change has been made to III. Project Schedule
LBPUD anticipates that the study for this Project be done on a prompt basis. The Consultant shall have 24 months from Notice to Proceed to finish the Project.
The following optional task has been added:
Task 14 – POF Validation (Optional)
Consultant shall validate POF analysis and related capital improvement recommendations identified from the previous Distribution Master Plan. The previous Master Plan used the XGBoost machine learning algorithm for the POF analysis. It is requested of the Consultant to verify if XGBoost identified recent main breaks in the previous master plan, or should a different machine learning tool be used for the current development of CIP recommendations.
Task 14 Deliverables:
• Results from analysis performed in Task 14 shall be incorporated into deliverables for Task 6.
QUESTIONS & ANSWERS:

ADD1-2
The following questions were submitted for the above-referenced project. Responses to the questions are included.
1. Are all the potable water meters on AMI? If not, what percentage of the meters are on AMI? Do all or most of the high-water users have AMI meters?
Response: Of the 92,171 installed potable meters, 20 meters are non-AMI. The potable distribution system water meters are 99% AMI.
2. Under Task 3c, how many future demand scenarios are being requested?
Response: One base scenario is being requested that addresses future demand from planned developments. This base scenario will be run under various child scenarios such as minimum day, average day and max day (including peak hour) demands.
3. Are there any hard dates or deadlines for this project to consider?
Response: No.
4. Does the estimated 12 months consider the additional optional task?
Response: The project completion has been set for 24 months and does include optional tasks.
5. How are the other, non-liner assets such as reservoirs and pump stations to be considered and incorporated into the project?
Response: All assets that are part of the potable distribution system shall be considered in the analysis of the system. Such documents will be made available as part of Task 2 (Data Gathering). Above ground assets will not be considered as part of the condition assessment.
6. Will the hydraulic modeling technical support include training or does LBUD staff currently operate/run existing InfoWater Pro model?
Response: Technical support does not include training. LBUD currently operates and runs hydraulic scenarios.
7. Is LBUD open to other software modeling packages?
Response: It is LBUD’s preference that the model remains within Infowater Pro.
8. Will LBUD provide the field hydrant flow testing equipment and staff necessary for the model calibration task, or should we include this as part of our proposal?
3 | P a g e
ADD1-3
Response: LBUD has around 800 flow tests performed since 2017 which will be provided to the Consultant for the model calibration.
9. For Optional Task 13, will LBUD provide pressure loggers/monitoring equipment, or should we include providing these in our proposal?
Response: LBUD has five pressure loggers that may be installed for gathering data. However, it would be in the best interest of the Consultant to plan accordingly if additional loggers are required, or in the event that LBUD’s are not available for use when requested.
10. Page B-1 (pg8 of the PDF) lists items a-f to be included in the Letter Proposal and “F” says: “Cost and Billing schedule of current hourly billing rates for each of the specialized engineers and of each supporting service”. Can you please confirm if “f” is to be provided in the Letter Proposal or should it only be provided in the Cost Proposal which is to be submitted as a separate file?
Response: The cost and billing schedule shall be submitted as a separate file from the Letter Proposal
11. Can you please confirm if we are to include only the EQUAL BENEFITS
ORDINANCE DISCLOSURE FORM (the two pages after Page D1 in the RFP) but NOT the CERTIFICATION OF COMPLIANCE WITH THE EQUAL BENEFITS ORDINANCE (follows the Disclosure form and makes up the last two pages of the RFP) or do you want us to submit both in our proposal? Also, will this form (or both if both are required) be excluded from the page count?
Response: Both forms are required to be completed and submitted with the proposal. The signed disclosure form and certification of compliance do not count towards the page count.
12. When was the hydraulic model last updated or is the current model the one from the 2020 Water Distribution Master Plan?
Response: The model was last updated as part of the 2020 Water Distribution Master Plan.
13. Will LBPUD be able to identify in the Water GIS provided, which facilities need to be added to and/or deleted from the hydraulic model? Or should the consultant include time to do a comparison of the GIS and model and identify which facilities need to be added and/or deleted?
Response: Consultants should include time and costs to do a comparison of GIS information to make all necessary changes to the hydraulic model. LBUD will do a verification during review of submitted documents on the items deleted/added.
