About this opportunity
This Request for Proposal (RFP) was issued by the South Redford School District for the replacement and installation of drinking fountains and bottle filling stations across seven school district locations in Wayne County, Michigan. The procurement encompasses the purchase and installation of ADA-compliant drinking fountains meeting specific technical requirements, including lead-free construction adhering to ANSI/NSF 61 standards, pushbutton operation requiring less than 5 pounds of force, and stainless steel components with polished stainless steel bowls. The project scope includes the replacement of 50 existing fountains, 5 recessed fountains, and 3 new installations at Thurston High School, Pierce Middle School, Addams Elementary, Fisher Elementary, Jefferson Elementary, Vandenberg Elementary, and the South Redford Administrative Office. Deliverables include comprehensive building maps documenting existing fountain locations and conditions to support asset management and maintenance operations. Evaluation criteria include cost, adherence to specifications, relevant experience with K-12 public school facilities, qualifications of assigned staff, timeliness of completion, responsiveness to District needs, and team compatibility, with the lowest cost not necessarily determining the award. Proposals were required to be submitted in two copies by 2:00 p.m. on October 21, 2020, with project walkthroughs available by appointment prior to the deadline. The District anticipated Board approval on November 9, 2020, with contract award notification on November 10, 2020, and delivery and installation to be completed as soon as possible during the current school year.
Contractors were required to comply with Michigan state requirements, including submission of sworn and notarized familial disclosure statements in accordance with MCL 380.1267 and sworn and notarized certifications confirming the bidder is not an "Iran-linked business" as defined by the Iran Economic Sanctions Act. All bidders were obligated to obtain a bid bond equal to 5 percent of total capital costs, with performance bonds covering 100 percent of total capital costs potentially required if the project exceeded $50,000. Contractors bore responsibility for all applicable sales, use, and excise taxes unless the District provided a tax exemption certificate. Prior to commencing work, contractors were required to provide certificates of insurance for general liability coverage with amounts as required by law, maintaining coverage for no less than 12 months following project completion. Pricing was to be submitted as a lump-sum bid with itemized cost breakdowns by building location, and contractors were required to indicate any omitted locations due to inability to bid. The selected contractor was obligated to provide a minimum one-year warranty on all materials and installation work from the date of final acceptance.
