About this opportunity
Parkway School District in Missouri is soliciting competitive bids for a Water (Boiler) Treatment Chemicals and Services Contract through RFP 26-110, with a virtual bid opening scheduled for April 3, 2026, at 12:00 PM CST. The comprehensive procurement seeks a qualified vendor to provide a Total Water Treatment Chemicals Service Program serving all district buildings on an as-needed basis under a blanket purchase order agreement. Deliverables include water treatment chemical supplies and services for five cooling tower systems with monthly service calls and closed-loop systems with bi-monthly service calls, field water analysis, electronic service reporting with cloud-based data history, chemical delivery and application, equipment maintenance and repair, and training for district personnel. Vendors must be registered to do business in Missouri and must submit proposals through the Parkway School District Bonfire Portal by April 3, 2026, at 12:00 PM CST, with a question submission deadline of March 25, 2026, at 3:00 PM CST. The initial contract term is two years with options for vendors to propose additional year options. Award notification is tentatively scheduled for May 14, 2026, at 4:00 PM CST, and the District will make the award determination based on lowest or best bid at its discretion. Submission requirements include a W-9, three minimum references, Federal Work Authorization (E-Verify) completion, an Affidavit of Non-Collusion, comprehensive manuals, and proof of insurance naming the district as additional insured with specified coverage limits of $1,000,000 combined single limit for Commercial General Liability and Contractual Liability, $1,000,000 for Personal Injury, and $1,000,000 for Business Auto Liability, along with proof of Missouri Worker's Compensation coverage.
Minority Business Enterprise (MBE) certification is preferred but not required for participation. No incumbent vendors or current contractors are identified in the procurement documents. The District estimates annual spending of approximately $50,000 for a twelve-month period, with annual contract pricing billed in twelve equal monthly invoices covering all required service calls, cooling tower scale and corrosion inhibitors, two biocides, and closed system corrosion inhibitors delivered between 8:00 AM and 2:00 PM Monday through Friday. Vendors must comply with extensive legal and compliance requirements, including indemnification provisions, federal work authorization program compliance, non-discrimination certifications, compliance with federal debarment and anti-lobbying requirements, and acknowledgment of the District's sovereign immunity protections under Missouri law. No substitutions are permitted without authorization, and the District retains the right to terminate any agreement after one year without penalty or to discontinue with thirty days' written notice if circumstances warrant. All unacceptable materials will be returned at no expense to the district.
