About this opportunity

The City of McKinney, Texas is requesting proposals for an annual contract to supply water and wastewater parts and supplies on an as-needed basis, with proposals due September 10, 2026 at 2:00 p.m. CST. A 3-point local-vendor preference applies; the City also prefers parts manufactured in the United States.

The scope covers equipment, fittings, and related components for the Water Utilities Maintenance Division, Water, Wastewater, and Meter Services Departments. Specific product requirements include brass parts meeting AWWA C800 specifications (preferred manufacturers: AY MacDonald or Mueller), fire hydrants compliant with ANSI/AWWA C503, and poly pipe rated SDR9. Pricing must be submitted as a discount percentage from published Manufacturer's Suggested Retail Price (MSRP) catalogs. Delivery is to the Water Utilities Maintenance facility at 1550 South College Street, Building C, McKinney, during business hours (7:00 a.m. to 3:30 p.m., Monday–Friday), with a critical requirement of maximum 24-hour delivery after order receipt.

The estimated annual expenditure is approximately $700,000, though the City reserves the right not to purchase minimum volumes. The contract commences upon award for an initial one-year term with options to renew for up to three additional one-year terms upon mutual written agreement. The City may make primary, secondary, and tertiary awards to up to two vendors and may award on an individual line-item, section, category, or whole-contract basis.

Respondents must demonstrate warehouse locations within a two-hour drive of McKinney, stocked inventory percentages, after-hours service capabilities, and emergency delivery response times. All vendors must carry Commercial General Liability insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate, plus Workers' Compensation and Business Automobile Liability coverage. Evaluation is weighted 30 points for qualifications and experience, 25 points for business compliance, 35 points for total cost, 7 points for MSRP catalog and discount percentage, and 3 points for local-vendor preference. Questions are due September 1, 2026. Proposals will be publicly opened via video conference at City Hall, 401 E. Virginia Street, McKinney.
