The City seeks qualified vendors to supply equipment, fittings, and related components on an as-needed basis. The RFP was issued on August 21, 2026, with an interpretation deadline of September 1, 2026, and a proposal submission deadline of September 10, 2026, at 2:00 p.m. CST. Proposals will be publicly opened via video conference at City Hall, 401 E. Virginia Street, McKinney, Texas 75069. Delivery must be made to the Water Utilities Maintenance facility at 1550 South College Street, Building C, McKinney, Texas, during normal working hours of 7:00 a.m. to 3:30 p.m., Monday through Friday. The delivery requirement is critical to evaluation, with a maximum delivery time of 24 hours after receipt of order (ARO). The contract will commence upon award and remain in effect for an initial one-year term, with the option to renew for up to three additional one-year terms upon mutual written agreement.

Pricing is to be submitted based on a Manufacturer's Suggested Retail Price (MSRP) catalog with the percentage discount offered from published pricing. The estimated annual expenditure for parts and supplies is approximately $700,000, though this figure is furnished as a guide and does not constitute a commitment to purchase specific quantities. The City reserves the right to make primary, secondary, and tertiary awards to up to two vendors and may award on an individual line-item, section, category, or whole-contract basis. Respondents must provide comprehensive business compliance information, including warehouse locations within a two-hour drive of McKinney, stocked inventory percentages, after-hours service capabilities, and emergency delivery response times. Evaluation will be based on 30 points for qualifications and experience, 25 points for business compliance, 35 points for total cost, 7 points for MSRP catalog and discount percentage, and 3 points for local vendor preference. All vendors must maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with Workers' Compensation and Business Automobile Liability coverage. Specific product requirements include brass parts meeting AWWA C800 specifications from manufacturers such as AY MacDonald or Mueller, fire hydrants compliant with ANSI/AWWA C503, and poly pipe rated SDR9. The City prefers parts manufactured in the United States and retains the right to reject any and all proposals.
