About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Military Affairs, is requesting bids for comprehensive water and wastewater operations, maintenance, monitoring, and compliance services at Bluegrass Station in Lexington, Kentucky, with bids due September 25, 2026, at 1:30 p.m. A minimum of 20% preference is provided to Kentucky Correctional Industries and 15% preference to qualified Kentucky nonprofits serving individuals with disabilities.
The scope encompasses operation, maintenance, inspection, and emergency response for a 100,000-gallon-per-day wastewater treatment plant (100,000-gallon maximum flow; historical average 20,000 gallons per day) using contact stabilization, nitrification, filtration, and ultraviolet disinfection; eight lift stations; 16 miles of sewer collection line; 8 miles of force main sewer line; 21 miles of stormwater collection line; and a drinking water distribution system serving approximately 2,800 personnel across 78 service connections. The contractor must provide qualified personnel holding Kentucky Class II Wastewater Operator and Collection System Operator certifications, with a minimum of one on-site wastewater operator working five days per week. All electrical work must comply with applicable electrical codes and OSHA requirements. The contractor must furnish management, supervision, labor, equipment, vehicles, tools, materials, testing, reporting, and administrative support; maintain 24-hour, 365-day emergency response capability with specified response times; and obtain Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit if applicable), and Professional Liability Insurance ($1,000,000 per claim).
This is a Master Agreement with an initial one-year term from award and four optional two-year renewal periods subject to written approval and potential renegotiation. The contract is awarded on a best-value basis: 90 points for price and 10 points for experience (minimum three years in business required). Pricing is fully burdened and fixed monthly for operations and compliance services; reimbursable at actual documented acquisition cost for laboratory testing and materials; per-load for residuals handling; and hourly rates for corrective maintenance, electrical, instrumentation and controls, and emergency response labor. No corrective maintenance or material expenses exceeding $1,000 may be incurred without prior written approval except in emergencies. Laboratory work must be performed by certified facilities. Sub-contracting is authorized for laboratory, residuals, corrective maintenance, electrical, instrumentation and controls, and meter testing services. Work is performed at 5751 Briar Hill Road, Building 18, Lexington, Kentucky. Vendors' written questions were due September 15, 2026. Vendors must submit years of experience as a comment with their response.
