About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Military Affairs, is requesting bids for water and wastewater operations, maintenance, and monitoring services at the Bluegrass Stations Division facility in Lexington, Kentucky under RFB 758 2600000679, with bids due August 26, 2026 at 1:30 p.m. ET. Kentucky resident bidders receive reciprocal preference; qualified bidders including Kentucky Correctional Industries receive preference scoring of up to 20 percent of maximum available points.
The scope encompasses operations and compliance services for a wastewater treatment facility with maximum flow capacity of 100,000 gallons per day and average daily treatment of approximately 20,000 gallons per day; management of seven lift stations, approximately 16 miles of sewer collection lines, 8 miles of force main sewer lines, and approximately 21 miles of stormwater collection lines; laboratory testing services; residuals handling and disposal; corrective maintenance labor (electrical, instrumentation and controls, emergency response); water meter testing; and materials and replacement parts. The contractor must provide a minimum of one on-site wastewater operator holding Kentucky Class II Wastewater Operator certification or higher, working a minimum of five days per week, and maintain 24-hour, 7-day emergency response capability with response times ranging from one to two hours depending on emergency type. The facility is secure and guarded; all contractor personnel must present government-issued photo identification and comply with security protocols.
Pricing is structured across multiple billing models: fixed monthly price for operations and compliance; reimbursable actual cost for laboratory testing and materials; per-load pricing for residuals; hourly rates for labor categories; and per-meter pricing for water meter testing. All shipping costs must be included in the bid. Bids will be evaluated on a best value basis with price weighted at 90 points and contractor experience weighted at 10 points; the lowest compliant bid receives maximum price points.
The initial contract period is one year from award, with four optional one-year renewal periods available by mutual written agreement. All proposed pricing must remain valid for 60 calendar days following the bid due date. Price increases are prohibited during the first 12 months; thereafter, requests require 30 days' notice and justification by industry-wide price changes. Required insurance includes Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million combined single limit if applicable), Professional Liability ($1 million per claim), and Workers' Compensation as required by Kentucky law. Contractor Pollution Liability is not required due to the absence of hazardous materials at the facility. No corrective maintenance or material expenses exceeding $1,000 may be incurred without prior written Commonwealth approval except in documented emergencies. Bids must be submitted electronically through the Kentucky eProcurement system (VSS portal) in Microsoft Word, Excel, or PDF format only. Kentucky Tax Registration Application (Form 10A100), Secretary of State Certificate of Authority for foreign entities if applicable, and required affidavits are mandatory prior to award. Bid readings will be conducted August 26, 2026 at 3:30 p.m. ET via conference line. Contact Stephanie Durr at 502-564-6521 with questions.
