About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, procuring on behalf of the Kentucky Department of Military Affairs, is requesting bids for water and wastewater operations, maintenance, and monitoring services at the Bluegrass Stations Division facility in Lexington, Kentucky, with bids due August 18, 2026 at 1:30 p.m. Kentucky resident bidders receive reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries receive additional preference points.

The scope encompasses eleven line items: operations and compliance services (monthly fixed-price basis), laboratory testing services (reimbursable actual cost), residuals handling and disposal (per-load pricing), corrective maintenance, electrical services, instrumentation and controls, and emergency response (all hourly labor rates), water meter testing for three meter sizes (per-meter pricing), and materials and replacement parts (actual cost with no markup unless authorized). The contractor must provide a minimum of one on-site wastewater operator (five days per week minimum) holding Kentucky Class II Wastewater Operator certification or higher and Kentucky Class II Collection System Operator certification or higher, plus administrative support and a designated Contract Manager/Supervisor. All shipping costs must be included in the bid.

The initial contract period is one year from award with four optional one-year renewal periods. Pricing shall remain firm for the initial contract period, with price increases permitted only after twelve months upon written justification based on industry-wide price changes. Awards are made on a best-value basis using a ranking approach weighted at 90 points for price and 10 points for experience, with the lowest-priced bidder receiving maximum points. Vendors must register in the Kentucky eProcurement system (https://vss.ky.gov) 24–48 hours prior to submission and submit bids in Microsoft Word, Excel, or PDF format only; paper bids are non-responsive. Required submissions include Revenue Form 10A100 Kentucky Tax Registration Application, Certificate of Authority if a foreign entity, Required Affidavits, and proof of insurance: Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit if applicable), Professional Liability ($1,000,000 per claim), and Contractor Pollution Liability ($1,000,000 per occurrence / $2,000,000 aggregate with five-year tail). Written questions are due August 7, 2026. Contact Stephanie Durr at 502-564-6521 for additional information.
