About this opportunity
The Florida Department of Agriculture and Consumer Services (FDACS) is pursuing a single-source procurement with Water and Soil Solutions, LLC for agricultural and rural cooperative services focused on operating, optimizing, and maintaining four existing Floating Aquatic Vegetative Tilling (FAVT) systems in various water basins. The contract will run from its execution date through September 30, 2026, with key deliverables including comprehensive monitoring of phosphorus load reductions, creation of Geographic Information System (GIS) data layers, and semi-annual reporting to FDACS's Office of Agricultural Water Policy. The procurement is specifically for environmental treatment technologies, with the vendor required to demonstrate specialized expertise in lake management, biogeochemistry, and water body analysis. Prospective vendors who believe they can provide comparable commodities or services must submit relevant information to the contact person by July 18, 2025. If no alternative vendors are identified, FDACS will proceed with Water and Soil Solutions as a sole source vendor, posting their intended decision on the Vendor Information Portal in accordance with Section 120.57(3) of Florida Statutes.
The procurement is uniquely structured as a single-source contract, with Water and Soil Solutions selected based on their proprietary technologies covered by three US Patents and their specialized formation for deploying floating aquatic vegetative tilling systems. The contract involves key staff from Azurea, Inc., Federico, & Associates, Inc., and DB Environmental, Inc., representing a highly specialized team with unique qualifications. The total estimated contract value is $5,100,000.00, which will support comprehensive environmental management services. There are no specific set-aside designations or restrictions on organizational types mentioned in the documentation. The procurement is specifically for Leon County, Florida, and focuses on innovative environmental treatment technologies with a clear emphasis on water and soil management. No incumbent vendors or existing infrastructure integration requirements were explicitly detailed beyond the four existing FAVT systems that will be operated and maintained.
