About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Agriculture and Consumer Services (FDACS), seeking to procure agricultural and rural cooperative services from Water and Soil Solutions, LLC. The contract is for operating, optimizing, and maintaining four existing Floating Aquatic Vegetative Tilling (FAVT) systems in various basins, including comprehensive reporting on methodology, processes, and expected outcomes. The contract will run from execution date through September 30, 2026, with specific tasks including monitoring phosphorus load reductions, creating Geographic Information System (GIS) data layers, and providing semi-annual reports to FDACS's Office of Agricultural Water Policy (OAWP).
The estimated contract value is $5,100,000.00, with Water & Soil Solutions selected as a sole source vendor due to their specialized expertise in designing and implementing innovative environmental treatment technologies. The firm has unique qualifications, including patented FAVT systems covered by three US Patents, expertise in wastewater and surface water treatment technologies, and strong capabilities in lake management, biogeochemistry, and water body analysis. The justification for single-source procurement emphasizes the company's specific formation for deploying floating aquatic vegetative tilling systems and their utilization of key staff from three specialized firms: Azurea, Inc., Federico, & Associates, Inc., and DB Environmental, Inc.
