About this opportunity

The City of Glenwood Springs is seeking a professional engineering firm to design a comprehensive water and sewer line reroute project through a Request for Proposal (RFP) 2025-28P. The project involves relocating the main sewer line from 6th Street to a new alignment along West 1st Street and adjacent to the I-70 right of way, with specific infrastructure upgrades including upsizing water pipes from 12" to 16" C900 and replacing existing 8" DIP lines. Deliverables will include multiple design submission stages (30% and 90%), comprehensive engineering services, existing condition surveys, demolition plans, sewer and waterline plan and profile sheets, roadway reconstruction design, manhole inspections, and a Subsurface Utility Engineering (SUE) Plan. Bidders must submit a comprehensive proposal with a cover letter, detailed qualifications, project approach, and a not-to-exceed price, breaking down costs into specific line items such as meetings, survey work, utility mapping, and potential construction management. The procurement process will utilize the Rocky Mountain E-Purchasing System (BidNet), with proposals due on July 29, 2025, at 3:00 PM, and a target award date of August 7, 2025, at 6:00 PM. A mandatory Microsoft Teams pre-proposal meeting was held on July 14, 2025, at 2:00 PM Mountain Time.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The project will require the selected contractor to maintain general liability insurance of at least $1,000,000 and professional liability insurance of $1,000,000 per claim. While no incumbent vendors are mentioned, the project presents unique challenges related to the area's alkaline soils and variable water temperatures, which will require careful pipe and fitting material selection. The contract will be for approximately six months, with the Public Works Director, Matthew Langhorst, serving as the primary project contact. Though a specific budget range is not explicitly stated, the Professional Services Agreement indicates that compensation will be limited to a predetermined amount, with monthly billing based on time spent and services provided. The project involves approximately 1,600 linear feet of pipe replacement and infrastructure modifications in the Glenwood Springs business district, focusing on improving water and sewer system efficiency and reliability.

Opportunity text

The City of Glenwood Springs wants to move our existing main sewer line that runs down 6th Street, through the business area, to the backside of the Village Inn restaurant to a new location. This new location would pick up the main line in 6th Street, bring it down West 1st Street, then run adjacent to the I-70 right of way (ROW) to the main line connection behind Village Inn. The existing sewer system that runs behind the Pit Stop, adjacent hotels, restaurant, adventure store and other areas will become a long service run. The waterline that currently runs behind Village Inn up to Devereux Road will also be upsized from a 12" DIP to a 16" C900 pipe and the 8" DIP in West 1st Street will be replaced with a 8" C900 from the I-70 ROW to 6th Street along West 1st Street. This area has alkaline soils and hot water at times of the year, so proper selection of pipes and fitting materials will be crucial for longevity of the pipe installation. See attached scope and mapping.
