About this file
This document is a Scope of Work for a water and sewer infrastructure redesign project for the City of Glenwood Springs, Colorado. The project scope involves redesigning water and sewer lines along 6th Street, West 1st Street, and the I-70 right of way behind several local businesses including the Lumen building, La Quinta, SGM, and Village Inn. The contract is anticipated to last approximately six months and will require comprehensive engineering services including an existing condition survey, demolition plans, sewer and waterline plan and profile sheets, roadway reconstruction design, manhole inspections, and a full Subsurface Utility Engineering (SUE) Plan. The consultant will be expected to provide multiple design submission stages (30% and 90%), attend regular in-person meetings, host a public meeting, and assist the city through the bidding process.
The project involves significant infrastructure upgrades, including replacing existing sewer and water lines, upsizing water pipes from 12" to 16" and 8" pipes, and addressing challenging soil and temperature conditions. The primary contact will be the Public Works Director, Matthew Langhorst, who will oversee project direction, review, and approval. The consultant must comply with all applicable federal, state, and local laws and regulations. The project will require careful engineering considerations, particularly regarding pipe material selection to ensure longevity in alkaline soils and varying water temperatures. The city will provide traffic data and expects comprehensive documentation and design submissions throughout the project lifecycle.

1.0 PROJECT DESCRIPTION AND SCOPE OF SERVICES
A. The goal of this contract will be to redesign water and sewer at 6th Street, West 1st Street, and along the I-70 right of way behind the Lumen building, La Quinta, SGM and Village Inn. See attached exhibit and secondary information attached to this proposal for project location and layout mapping. The project will include:
a. An existing condition survey will be completed with sheets to include property boundaries, right of way line work, easements and such gathered from plats and title commitments for all properties adjacent to this work. Topography, site improvements, utilities and other items will also be collected within the area required for this design/mapping process.
b. Demolition plans for all items to be removed during this project, such as water lines, sewer lines, roadway asphalt, concrete, etc.
c. Preparation of sewer main line plan and profile sheet for all new sewer lines, new service lines as needed and connections to the existing system.
d. Preparation of waterline plan and profile sheets for all new lines and connections to the existing system.
e. West 1st Street asphalt is to be removed and replaced with a new roadway section designed by a geotechnical engineer. A plan and profile sheet for the replacement of the street asphalt will need to be created along with details of the new roadway section. The city will provide traffic data over a standard week for this stretch of roadway for design purposes. The intent of the work is to keep the existing concrete valley pans, curb and gutter and sidewalk. The city is aware that the cul-de-sac may need to be regraded to drain properly, this can be worked out after existing conditions are collected to see what the extent of this design work will be and a change order can be worked out with the selected consultant at that time if required.
f. An engineers estimate of costs will be provided at the 30% and 90% design stages, this estimate will be utilized for the bid tabulation sheet.
B. All manholes within the project boundaries shall be inspected for structural stability. The inspection should document the number of barrel risers and height of each riser, number of concrete ring risers, height of metal rings and lid section. All manholes and vaults need to be labelled for elevation changes associated with any final surface elevation changes and what specific manhole structure changes needed to occur with the manhole to accommodate the elevation changes.
C. The city is anticipating a full SUE (Subsurface Utility Engineering Plan) for this project.
a. The city will require the plan to meet state requirements. There are a lot of utilities within this design corridor that are of high value.
D. The city is anticipating the following during the design process:
a. Initial kick off meeting in person with the city to go over the project, schedule and define any issues with the project.
b. Weekly meetings in person with the team, which will switch to bi weekly meetings, then monthly meetings as the design progresses.
c. One public meeting to be attended in person.
d. A design set is to be submitted to the city for review at 30%.
e. A design set is to be submitted to the city for review at 90%.
f. A final design set with specifications as needed for a bid set of plans.
i. Consultant to assist the city with the bidding and question process.
ii. The consultant shall provide the City with the entire big package electronically (PDF format).
g. Final construction plans stamped and submitted for construction.
1.5 Contract Duration
A. The City intends to enter into a contractual agreement for a period of approximately six (6) months, or until the design and bidding is complete.
1.6 Project Direction
A. Primary contact for the selected consultant will be Matthew Langhorst, Public Works Director, or another Project Manager as designated. The Project Manager will be responsible for the direction, review and approval of all work and deliverables for contract compliance.
1.7 Required Compliance
A. The selected consultant must comply with all applicable Federal, State and/or local laws and regulations, including all other applicable laws, regulation, ordinances, codes and rules of any governmental entities that have jurisdiction.
