About this opportunity
The West Virginia Division of Corrections and Rehabilitation is soliciting sealed bids for wastewater pumping, removal, and disposal services at the North Central Regional Jail and Correctional Facility located in Greenwood, West Virginia. The contractor will provide scheduled and emergency sewage pumping and disposal services from a pre-treatment plant system containing an 8,000-gallon storage tank, lift station manhole, and two vessel tanks. Scheduled services include an estimated 12 annual trips for the 8,000-gallon tank and 6 annual trips each for the lift station manhole, Vessel One, and Vessel Two, with emergency call-out services estimated at 2 trips annually for each location. The contractor must maintain continuous 24-hour, seven-day emergency service availability with response within five hours of emergency notification and must submit unit pricing and extended pricing calculations on the agency-provided Exhibit A pricing template. Required qualifications include a West Virginia contractors license, a minimum of three years' experience in sewage pumping and disposal, Commercial General Liability Insurance of at least $1,000,000 per occurrence, and Automobile Liability Insurance of at least $1,000,000 per occurrence. The contractor bears all mileage, travel, and travel time costs, which must be incorporated into quoted rates. A non-mandatory pre-bid meeting is scheduled for October 6, 2025, at 10:00 AM EST; questions must be submitted by October 9, 2025, at 2:00 PM EST; and sealed bids are due by October 16, 2025, at 10:30 AM EST with public bid opening at 11:00 AM EST the same day. Award will be made to the lowest qualified responsible bidder.
The solicitation documents do not identify any specific set-aside designations, restrictions on types of organizations, disadvantaged enterprise preferences, or incumbent contractors. The contract will be awarded for an initial one-year term with four optional one-year renewal periods subject to mutual written agreement. No price increases are permitted during the initial twelve-month contract period; thereafter, price adjustments may be requested with at least thirty days' notice and will be evaluated based on Consumer Price Index changes or three percent, whichever is less, subject to agency approval. The contractor must comply with all applicable federal, state, and local laws. No specific budget range or estimated award value is provided in the solicitation documents; however, pricing is based on estimated annual service quantities of 36 scheduled trips and 8 emergency trips across the four service locations. All bids and resulting contracts are public documents subject to disclosure. Interested vendors should contact Philip K. Farley at (304) 549-1050 or philip.k.farley@wv.gov for additional information.
