About this opportunity

Collier County Board of County Commissioners is issuing an Invitation for Qualification (IFQ) No. 24-8296 for Wastewater Pump Station Repairs and Renovations through its Procurement Services Division. The procurement seeks to establish a pool of qualified contractors to perform repairs and renovations on approximately 950 wastewater pump stations, ranging from small neighborhood duplex stations to larger community pump stations. Potential project scopes include simple mechanical or electrical repairs to complete station replacements, with individual assignment amounts limited to less than $1,000,000. Contractors must possess a Certified Underground Utility and Excavation Contractor or General Contractor's License, and an Electrical Contractor's License or a qualified electrical subcontractor. The evaluation process will use a comprehensive point-based scoring system totaling 100 points, assessing firm qualifications, relevant experience, and project approach. Proposals are due on January 21, 2024, at 3:00 PM EST, with the contract term potentially spanning three years and including two one-year renewal options. FEMA funding may partially support the procurement, requiring strict adherence to federal contract provisions and assurances.

The solicitation does not explicitly designate specific set-aside categories for disadvantaged enterprises, though federal provisions suggest potential considerations for minority and disadvantaged business participation. Contractors must be enrolled in the E-Verify program and comply with immigration laws, background check requirements, and various county ordinances. Insurance requirements are comprehensive, including Worker's Compensation, Commercial General Liability, Automobile Liability, and Pollution Liability, with coverage limits ranging from $1,000,000 to $2,000,000 per occurrence. For projects exceeding $200,000, Performance and Payment Bonds must be submitted by a surety rated "A-" or better. Historically, county departments have spent approximately $3,000,000 on similar projects, though future spending may vary. The contract allows for potential extension to other governmental entities and includes provisions for progress payments with a five percent retainage, enabling flexible project implementation across Collier County's public utilities infrastructure.
