About this opportunity

Palm Beach County Water Utilities Department is requesting proposals for Wastewater Continuing Engineering Services under Project No. PBCWUD 26-020, with proposals due July 9, 2026 at 3:30 p.m. A mandatory 20 percent Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points available based on certified SBE firm dollar participation. Firms must be certified in specified Palm Beach County CCNA categories prior to the proposal due date.

The scope encompasses ongoing architectural, engineering, land surveying, and geotechnical services; condition assessments; design and permitting; procurement support; and construction engineering. Selected firms may serve as Engineer of Record for planning, design, and permitting and as Design Criteria Professional for design-build and CMAR projects. The Department operates five wastewater treatment plants, five water treatment plants, and reclaimed water facilities serving over 600,000 residents across 1,300 square miles.

One firm will be selected for a four-year term. The contract is structured as a Master Professional Services Agreement with services authorized incrementally through individual Consultant Services Authorizations rather than a single lump commitment. Compensation consists of hourly not-to-exceed fees and/or lump-sum fees per authorization. The contract does not guarantee minimum work volume. Professional services fees may not exceed $500,000 per study under Florida Statute 287.055 limitations. Proposals must include a 10-page letter of interest (11-point minimum font), GSA Form SF 330, prime and sub-consultant questionnaires, OSBD Schedules 1 and 2, commercial non-discrimination and conflict-of-interest certifications, and nine originals plus one CD/USB drive with PDFs. Up to 3 evaluation points are available for a minimum of 25 percent of work performed by personnel in Palm Beach County offices. Prime and sub-consultants must be registered vendors in the Palm Beach County Vendor Self Service system. Projected award date is December 2026. The pre-proposal meeting occurred June 8, 2026. Addendums Nos. 1, 2, and 3 clarify CCNA certification timing, SBE requirements, font specifications, and document location.
