About this file
This is Addendum No. 3 to a Wastewater Continuing Engineering Services solicitation issued by the Palm Beach County Water Utilities Department for Project No. PBCWUD 26-020. The addendum addresses four key questions and answers clarifying proposal requirements and submission procedures. Regarding CCNA (County Certified Negotiator Advocate) certification, firms that have submitted their applications but have not yet received confirmation at the proposal due date may submit proposals, provided the certification is obtained prior to the Final Selection Committee meeting. The addendum confirms that graphics and tables within the 10-page Letter of Interest must maintain a minimum font size of 11 points to meet legibility and formatting standards. Additionally, certified electronic signatures are acceptable on required forms. The addendum specifies that bidders must download the Prime and Subconsultant Qualification Questionnaires from the Roadway Production page rather than the Office of Small Business Development page, as the forms differ slightly between locations.
The addendum was issued on June 16, 2026, by Jane House, P.E., LEED AP, Director of Engineering for the Palm Beach County Water Utilities Department, and certified via Adobe Acrobat Sign. No pricing information, set-asides, funding amounts, or contract term details are provided in this addendum document, as it functions solely as a clarification instrument for proposal submission requirements and qualification procedures.

ADDENDUM NO. 3
PALM BEACH COUNTY WATER UTILITIES DEPARTMENT
WASTEWATER CONTINUING ENGINEERING SERVICES
Project No. PBCWUD 26-020
QUESTIONS AND ANSWERS:
Q1 – It's our understanding from attending the pre-proposal meeting that it may take at least 3 months for CCNA re-certification packages to get approved. If a firm has submitted its CCNA re-certification package to the Roadway Production Division, would the County consider allowing the prime and/or subconsultants to meet the CCNA certification requirements in the specified categories by the time of contract award, rather than by the proposal due date, in cases where the package is still under review? The answer to this question is time-sensitive as it would impact our current teaming arrangements.
A1 – It is acceptable for proposal firms that have submitted their CCNA applications but have not yet received a confirmation of the certification at the proposal due date, to submit their proposals. The certification must be obtained prior to the Final Selection Committee meeting. To streamline the CCNA application review and approval process, please read the instructions and questions for the application carefully and submit a complete and detailed application.
Q2 - Is it acceptable for graphics/tables in the 10-page Letter of Interest to be between 9-10 point font size, provided that the graphics and tables are legible?
A2 – No, per advertisement the minimum font of 11.
Q3 - Please confirm that digital signatures are acceptable on the forms.
A3 – Certified electronic signatures are acceptable.
Q4 - Please confirm that we should download the Prime and Subconsultant Qualification Questionnaires from the Roadway Production page rather than from the Office of Small Business Development. The forms are slightly different at the links below.
