About this opportunity

Moore County Water Pollution Control Plant (North Carolina) is requesting proposals for trucking services to transport approximately 6,000 tons of wastewater bio-solids per fiscal year from the WPCP in Polkton to the Anson Waste Management Facility near Alliance Town, with sealed proposals due May 14, 2026 at 4:00 p.m. at Moore County offices in Carthage.

Bidders must provide cost-per-ton pricing with separate rates for each of two fiscal years (July 1, 2026–June 30, 2027 and July 1, 2027–June 30, 2028). The County will pay tipping fees directly to the landfill; trucking quotes should exclude disposal charges. Fuel surcharge tables based on average fuel cost percentages are permitted. The haul distance is approximately 50 miles. Loads must be spaced at least one-half hour apart and delivered during landfill scale house hours (Monday–Friday, 7:00 a.m. to 2:00 p.m.). Moore County WPCP provides loading using County equipment, though haulers may furnish their own.

Award will be made to the lowest responsible bidder considering quality, performance, and delivery timeframes. All bids must include non-collusion and E-Verify affidavits, a completed W-9 form, and proof of current North Carolina business registration. Contractors must maintain Workers' Compensation Insurance and minimum liability coverage of $1 million per occurrence.

Questions are due May 6, 2026 at 10:00 a.m. to Terra Vuncannon, Purchasing Manager. Proposal opening will not be public; the Moore County Board of Commissioners will review and approve the award recommendation. The County reserves the right to reject any or all proposals and to cancel the resulting contract with 45 days' notice.
