About this opportunity
The New Jersey Water Supply Authority is soliciting Statements of Qualifications and Technical Proposals from consultants to design and manage four canal wastegate projects, with written questions due December 14, 2026 at 4:30 p.m. and proposals due December 23, 2026 at 4:00 p.m. Consultant services must be provided by New Jersey licensed professional engineers, and all proposed SCADA hardware must be compatible with the GE VERNOVA IFIX software the Authority currently licenses.
The scope covers investigation, design development, and construction management for SCADA improvements at the Washington Crossing Wastegate, SCADA and standby generator replacement at the Scudders Falls Wastegate, standby generator replacement at the Perdicaris Wastegate, and SCADA installation at the Ten Mile Wastegate. The projects lie along the Delaware and Raritan Canal in Somerset and Mercer Counties. Each project is tracked separately for invoicing and deliverables, and plans and specifications must be standalone documents. Work must comply with NFPA, ISA, and IEC standards and with applicable electrical, building, and fire codes. The consultant secures permits from the New Jersey Department of Community Affairs, the Delaware and Raritan Canal Commission, the State Historic Preservation Office, local construction authorities, and the Army Corps of Engineers. Deliverables are due in PDF, AutoCAD, and MS Word, with shapefiles in NAD1983 State Plane New Jersey FIPS 2900 coordinates. Construction management includes part-time on-site inspection estimated at eight hours per week, with the Authority supplying a full-time inspector.
Evaluation weights technical approach and schedule at 45 points, personnel experience and competence at 30 points, performance on similar projects at 20 points, and firm and personnel location at 5 points. Fee proposals will be requested later. The selected consultant executes the Authority's standard Professional Services Contract and provides proof of insurance before work authorization. Proposals go to the Authority's office in Clinton, New Jersey. Site visits are arranged by contacting Dan Sadek at dsadek@njwsa.org or (908) 638-6121 ext. 1284 during business hours.
