About this opportunity

Pinellas County, Florida is conducting a multi-phase Request for Proposal (RFP) to select a long-term operator for its Waste-to-Energy (WTE) Facility located in St. Petersburg. The procurement seeks a qualified company to manage, operate, and maintain a facility with a nameplate capacity of 3,150 tons per day that can generate 75 megawatts of electrical power. The RFP is structured in two phases, with the current Phase 1 requesting a Statement of Qualifications (SOQ) from potential operators. Evaluation criteria will focus on financial stability, experience operating similar facilities, company qualifications, and proposed team expertise, with each category weighted at 25% of the total possible points. The proposal submission deadline is January 23, 2025, at 3:00 pm, with a non-mandatory site visit available by appointment. Proposers must demonstrate financial health, provide performance bonds, and show a track record of successful WTE facility management. The initial contract term is anticipated to be 10 years, with potential for two additional five-year extensions.

The current facility is operated by Reworld Waste LLC (formerly Covanta Projects, LLC), with the existing service agreement set to expire on December 31, 2024. There are no specific set-aside designations mentioned for disadvantaged enterprises. The county has invested over $240 million in facility improvements between 2015 and 2021, including upgrades to combustion systems, air pollution controls, electrical systems, and mechanical infrastructure. The existing Power Purchase Agreement with Duke Energy concludes on December 31, 2024, and the county is exploring a third-party energy asset manager for future energy sales. The performance bond requirement is set at $10,000,000, and proposers must have a credit rating of BB- or higher. The contractor will be responsible for processing up to 930,000 tons of waste annually, generating a minimum of 490 kilowatt-hours per ton of processable waste, and managing various operational aspects including waste processing, metal recovery, residue management, and environmental compliance.
