About this opportunity
The Kansas Department of Transportation (KDOT) is issuing a Request for Proposal (RFP) for waste tire disposal and recycling services at various locations throughout the State of Kansas. The procurement seeks qualified vendors to collect, transport, and dispose of or recycle discarded tires that KDOT collects from Kansas roadways on an as-needed basis. Bidders may propose on individual locations or all locations across KDOT's five districts, with the state reserving the right to add additional locations during the contract period. Vendors must price services either per tire or per ton and may include supplementary charges with detailed explanations. The RFP was posted on April 23, 2026, with a proposal submission deadline of May 28, 2026, at 2:00 PM CDT. Written questions requesting clarification must be submitted in MS Word format to Procurement Officer Nicole D. Mears (nicole.mears@ks.gov, 785/296-6924) by close of business on May 7, 2026. No pre-proposal conference has been scheduled. All bidders must obtain a current Tax Clearance Certificate from the Kansas Department of Revenue prior to submission and must be officially invited to the event at least 24 hours before the deadline. The contract period runs from the date of award through June 30, 2028, with an option to renew for three additional twelve-month periods, and price increases are limited to five percent on yearly anniversaries with supporting documentation.
Bidders eligible for Kansas Bidder Preference Programs, including Disabled Veteran Owned Businesses or Certified Businesses, may claim eligibility provided supporting documentation is included with their proposals. All standard state certifications are mandatory, including completed Boycott of Israel, Sexual Harassment, and Immigration Reform and Control forms, along with telecommunications equipment certifications. Contractors must obtain a waste tire permit from the Kansas Department of Health and Environment prior to contract execution and must accept all State of Kansas terms and conditions. KDOT intends to award to multiple vendors across the state to ensure coverage throughout all five districts. Payment will be accepted via Procurement Card or electronic funds transfer, with payment terms established at Net 30 days in accordance with Kansas Prompt Payment Act requirements. No specific budget amounts or award values are detailed in the solicitation documents; however, the state reserves the right to accept or reject any or all bid responses and may award to the next lowest responsive bidder if a selected bidder fails to provide required documentation within ten calendar days.
