About this opportunity
The School District of Lee County, Florida is seeking proposals for a comprehensive waste removal contract through Invitation to Negotiate (ITN) No. N257510AN, targeting waste management services for grease traps, sewer plants, and lift stations across district facilities. The procurement involves electronic proposal submissions via the Bonfire Platform, due by 2:00 PM EST on September 17, 2025, with an anticipated contract term of three years and potential for three additional one-year renewals. Services include routine and emergency removal/pumping of grease, refuse, and debris from approximately 215 grease trap locations, 2 sewer plants, 1 septic system, and 32 lift stations throughout Lee County. Vendors must possess current Florida Department of Health Septage/Grease Disposal Operating Permits and Florida DEP Grease Waste Hauler Licenses, with mandatory compliance with federal, state, and local environmental regulations. Evaluation criteria will likely include pricing, service capabilities, emergency response times, references, and overall technical approach, with the district reserving the right to assess proposers' comprehensive service delivery potential.
The procurement does not explicitly indicate specific set-aside designations for disadvantaged businesses, though standard local government procurement practices often encourage minority and small business participation. Proposers must meet substantial insurance requirements, including $500,000 Workers' Compensation, $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, and $1,000,000 Professional Liability, with the School Board named as additional insured on most policies. While no specific budget range is detailed, the comprehensive nature of services across 215 locations suggests a potentially significant contract value. Subcontractors are prohibited without district approval, emphasizing direct service provision. The contract includes performance expectations such as 24/7 emergency response within one hour and potential $100 penalties for tardiness. Additional requirements include background screenings for personnel, one-year warranties on labor and materials, and comprehensive documentation of disposal practices and facility cleaning procedures.
