About this opportunity
The School Board of Volusia County, Florida Procurement Department is issuing a Notice of Intent to Single Source waste processing and disposal services, with responses due May 5, 2026 at 2:00 PM. The District intends to procure exclusively from North East Treatment LLC DBA American BioClean, Inc., located at 495 South State Road 415, New Smyrna Beach, Florida 32168, following a prior competitive solicitation that received no responsive, responsible bids.
The scope covers intake, treatment, and processing of grease trap waste, domestic septic waste, biosolids, and treatment waste generated by District facilities — excluding onsite pumping, cleaning, maintenance, or inspection services. The contractor must accept fats, oils, and grease (FOG) waste, septage, sludge, and screening residue in compliance with EPA and Florida Department of Environmental Protection regulations. The processing facility must be located within Volusia County and maintain all required local, state, and federal permits. The contractor must maintain staffed receiving stations during scheduled hours, provide electronic manifests and monthly summary reports, comply with OSHA and environmental standards, and implement spill response procedures with immediate notification.
Estimated annual waste volumes total 608,000 gallons: 500,000 gallons of grease trap waste, 40,000 gallons of septic waste, 48,000 gallons of biosolids and treatment waste, and 20,000 gallons of mixed waste. The estimated annual contract expenditure is $200,000. Responses should be submitted via email to Jennifer Deveaux at jldeveau@volusia.k12.fl.us. Protests must be submitted via email with detailed justification and current pricing before the response due date. Single sourcing approval remains valid for one year and must be reposted and revalidated annually.
