The State of Minnesota Department of Administration, on behalf of Anoka County, is issuing a Request for Proposal (RFP) for waste disposal, organic waste, and recycling services at the Anoka Metro Regional Treatment Center (AMRTC) located at 3301 7th Avenue, Anoka, Minnesota. The procurement seeks a single or multiple contractors to provide comprehensive waste management services including collection of mixed municipal solid waste, commingled recycling, and source-separated organic materials across four service lines: a 30-yard solid waste compactor for trash collection every other Wednesday, a 42-yard solid waste compactor for recycling collection as needed, a 3-yard trash container requiring weekly service, and a 30-yard open-top roll-off container for construction debris collection as needed. All collected mixed municipal solid waste must be processed at a waste-to-energy facility within Anoka County, and contractors must hold valid Solid Waste Hauler Licenses from the applicable county. The evaluation process occurs in three phases: Phase 1 assesses responsiveness and pass/fail requirements; Phase 2 evaluates acceptance of state terms and conditions (200 points), cost detail (800 points), and preference points (120 points); Phase 3 selects finalists based on best value. Prospective bidders must submit responses through the SWIFT Supplier Portal by March 4, 2026 at 3:00 PM Central Time, with late responses not accepted. Questions and clarifications must be submitted in writing to John H. Roth, Buyer, at john.h.roth@state.mn.us by February 27, 2026 at 3:00 PM CT. Site visits to the facility are encouraged but not required and must be completed by February 26, 2026; interested parties should contact Bryan Hatlen at bryan.a.hatlen@state.mn.us or (651) 431-5145 to arrange a visit. Evaluation and selection is anticipated to be completed by March 23, 2026.

Targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses certified by the State are eligible for preference points equal to 12 percent of total available points, while DEED/DHS providers are eligible for 6 percent preference points. Responders must comply with Minnesota's affirmative action and E-Verify requirements and submit diverse spend reporting if contract value exceeds $500,000. Required submissions include Attachment A (Responder Declarations), Attachment B (Exceptions to State Terms), Attachment D (Workforce and Equal Pay Declaration), Attachment E (Additional Information), Exhibit D (Price Schedule with all line items), and a sample invoice. The contractor must maintain commercial general liability insurance with minimum limits of $2,000,000 per occurrence and annual aggregate, commercial automobile liability insurance of $2,000,000 combined single limit, and workers' compensation insurance meeting statutory requirements. The anticipated contract term runs from April 1, 2026 through May 31, 2028, with an option to extend up to an additional 36 months in increments determined by the State. The estimated total dollar value for one year is $20,000 to $25,000, though this figure is not construed as either a minimum or maximum obligation. The contract may be terminated for convenience with 90 days' written notice, for breach if not cured within 14 calendar days, or for insufficient funding.
