About this file
This is an Addendum No. 1 issued by the Office of State Procurement on behalf of the State of Minnesota for a waste disposal and recycling services solicitation at the Anoka Metro Regional Treatment Center. The addendum clarifies requirements related to equipment procurement for the Request for Proposal (RFP) H5501-2000017948, with a revised response deadline of March 4, 2026 at 3:00 PM Central Time. The procurement encompasses solid waste disposal, organic waste, and recycling services at the facility located in Anoka, Minnesota, with service lines including a 30-yard solid waste compactor for trash collection, a 42-yard recycling compactor, a 3-yard trash container requiring weekly service, and a 30-yard open-top roll-off container for construction debris. The anticipated contract term runs from April 1, 2026 through May 31, 2028, with options to extend up to an additional 36 months. Site visits to the facility are encouraged but not required and should be completed by February 26, 2026, with arrangements made through Bryan Hatlen. Evaluation and selection is anticipated to be completed by March 23, 2026.
The key clarification provided in this addendum addresses whether the awarded contractor must supply both the compactor units and receiver boxes. The State confirms that yes, contractors must supply both the compactor units and receiver boxes, with details on lease pricing per month specified in Exhibit D, Price Schedule under "Contractor Provided Containers." The estimated total dollar value for one year ranges from $20,000 to $25,000, though this is not construed as a minimum or maximum obligation. Contractors must hold valid Solid Waste Hauler Licenses from the applicable county and maintain commercial general liability insurance with minimum limits of $2,000,000 per occurrence and annual aggregate, commercial automobile liability insurance of $2,000,000 combined single limit, and workers' compensation insurance meeting statutory requirements. All collected mixed municipal solid waste must be processed at a waste-to-energy facility within Anoka County.
