About this opportunity

Sacramento County is conducting a competitive procurement for a comprehensive waste collection equipment in-cab technology system through RFP #2023-RFP-0305. The county seeks a five-year contract with potential four one-year extensions to implement an advanced technological solution for its waste management fleet, which includes 149 vehicles across six different vehicle types. The proposed system must deliver dynamic routing capabilities, service collection exception tracking, turn-by-turn directions, vehicle location services, and API integration with existing SAP and Oracle systems. The technology must enhance operational efficiencies, improve customer service, ensure accurate billing, and increase operator safety across the fleet. The procurement requires a robust in-cab technology system encompassing hardware, software applications, installation services, professional training, and ongoing support and maintenance. Evaluation will occur in two phases, with initial scoring based on capabilities, ease of use, price, experience, and references, followed by a demonstration and interview phase for top proposers. Key deadlines include a pre-bid meeting on January 31, 2024, at 10:00 am, with proposal responses due by February 22, 2024, at 5:00 pm, and an anticipated contract award date of May 21, 2024.

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The county requires proposers to demonstrate FedRAMP or StateRAMP compliance, robust security measures, and comprehensive data ownership protections. The existing fleet infrastructure includes 113 Automated Side Loaders, 6 Rear Loaders, 17 Boom vehicles, 2 Flat Bed trucks, 6 Box Vans, and 5 Claw Loaders, which will require seamless technological integration. While specific budget ranges are not detailed, the contract includes provisions for potential price adjustments based on supply price increases, governmental changes, and Consumer Price Index fluctuations. Proposers must provide detailed information about strategic business partners and subcontractors and be prepared for potential security audits and assessments. The county retains the right to determine pricing acceptability and does not guarantee minimum purchase quantities. The technology system must integrate with existing county interfaces and provide comprehensive professional services to support implementation and ongoing operations.
