About this opportunity

Oconee County Board of Commissioners in Georgia is issuing a Request for Proposal (RFP 26-04-013) for Waste Collection & Disposal Services through a competitive sealed proposal process. The procurement seeks a qualified contractor to provide comprehensive waste management services including collection and disposal of solid waste from county collection sites, county facilities, and schools; collection and disposal of recyclable materials (commingled fiber and container dumpsters) from approximately 23 locations across the county; and emergency on-call pickup services. The scope encompasses approximately 2,200 annual recyclable material pickups, multiple roll-off dumpsters at the Macon Highway site, and collection site and county facility dumpsters ranging from 4-cubic-yard to 10-cubic-yard capacity with varying pickup frequencies from daily to monthly service. The contractor must provide all necessary equipment, labor, and materials for collection, transportation, and disposal at County-approved facilities, maintain a Georgia Solid Waste Management License, obtain an EPA Solid Waste Handling Permit, and submit monthly tonnage and recyclable material collection reports by facility. Proposals are evaluated using weighted criteria: Similar Experience (40 points), References (30 points), and Cost Proposal (30 points). Bidders must submit a letter of interest, company information demonstrating business history and capabilities, minimum three examples of similar government contracts within the past five years, minimum three comparable work references, a detailed cost proposal on a per-tip basis specifying maximum response times for emergency pickups, and supporting documentation verifying current licenses and EPA permitting. Technical clarification questions must be submitted electronically via BidNet Direct by May 11, 2026 at 5:00 pm, with responses issued by addendum by May 15, 2026 at 5:00 pm. All proposals must be submitted electronically through BidNet Direct by May 21, 2026 at 10:00 am; no pre-bid meeting is scheduled. The initial contract term begins July 1, 2026, for one year with four one-year renewal options contingent upon annual board approval and budget appropriation.

The RFP does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or other specific organization types; all qualified vendors meeting the stated requirements are eligible to respond. The procurement documents do not identify an incumbent contractor or current service provider. The existing infrastructure comprises 23 waste collection locations across Oconee County, including 18 county facilities (courthouse, administrative building, health department, sheriff's complex, civic center, parks, senior center, sports complex, fire stations, and fleet and animal services departments) and 5 dedicated collection sites (Highway 15, Butlers Crossing, Highway 53, Highway 441 Landfill), along with 12 school facilities for recycling collection, requiring varying container sizes as detailed in the site maps. Contractors must maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Workers' Compensation at statutory limits, Automobile Liability with combined single limits of $1,000,000, and performance and fidelity bonds as specified in the county's General Terms & Conditions. The RFP does not provide a specific award value or budget range; pricing and payment terms will be determined by mutual agreement between the county and the selected contractor, with invoicing and payment made within 20 days for electronic transfers or 30 days for paper checks. The county reserves the right to reject any and all proposals and to cancel the solicitation if deemed advantageous.
