About this opportunity
The Illinois Department of Transportation is requesting bids on washing all structural components of Structure No. 050-0079 carrying FAP Route 46 (IL 251) over the Illinois River and CSX Railroad approximately 0.1 mile south of US 6 in Peru, LaSalle County, with electronic bids due June 12, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system.
The scope encompasses all structural steel (beams, girders, diaphragms, bearings, cross framing, lateral framing), top surfaces of piers and abutments, deck drains (scuppers), entire deck surface, inside faces of parapets, finger plate expansion joints, and elastomeric troughs. The project involves federal-aid construction funds and is subject to strict lane-closure windows: Monday through Thursday 8:30 a.m. to 3:00 p.m. and 6:00 p.m. to 5:30 a.m.; Friday 8:30 a.m. to 3:00 p.m.; all lanes must remain open during weekends and legal holidays.
The contractor must obtain Railroad Protective Liability and Property Damage Liability Insurance for both the Iowa Interstate Railroad and Illinois Railway, with coverage limits ranging from $4,000,000 to $5,000,000 per occurrence depending on railroad and work type. Right-of-entry permits are required for both railroads; the Illinois Railway permit costs $4,000 and requires work completion within 30 days. All personnel entering railroad right-of-way must complete mandatory orientation training through National Railroad Safety Services (NRSS), with costs ranging from $140 to $70 per hour plus travel. Coast Guard approval is required for temporary access platforms, containment systems, and work schedules above navigational waters. The contractor must furnish two operational Changeable Message Signs one week prior to lane closures and maintain them throughout the project. Payment is by unit price per each for bridge washing and per square foot for deck concrete sealer application. The contract will be awarded to the lowest responsive and responsible bidder.
