About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, issued Request for Bids (RFB) 758 2200000138 soliciting vendor responses for the procurement of commercial laundry equipment for two correctional facilities. The solicitation seeks two washing machines with 135-pound capacity (Milnor brand or equivalent) and two gas dryers—one Huebsch model HT120NNN with 120-pound capacity for Roederer Correctional Complex and one UniMac model UT120NNN0RN with 120-pound capacity for Green River Correctional Complex. Bids are organized into two groups, with Group One covering the washers and the first dryer (Lines 1 and 2) and Group Two covering the second dryer (Line 3), allowing vendors to bid on either or both groups. All equipment must be new, current-year models in first-class condition, include instruction and operating manuals, and bidders must provide delivery, installation of new equipment, and disposal of existing equipment at both facility locations. Vendors proposing alternate brands or specifications must submit descriptive literature demonstrating equivalency to specified models, or their bids may be determined non-responsive. The solicitation closed on September 17, 2021, at 1:30 p.m. ET, with written questions due by September 10, 2021, at 10:00 a.m. ET, and a preferred delivery date of October 31, 2021. Awards will be made using a best value approach allocating 90 points for price (lowest bidder receives maximum points), 10 points for delivery (expedited delivery before October 31, 2021 receives points, with one percent deducted per day for late delivery), and 10 points for warranty (longest warranty period receives maximum points).
All contractors entering Kentucky Department of Corrections facilities must provide proof of COVID-19 vaccination and wear masks while on-site. The Commonwealth reserves reciprocal preference for Kentucky resident bidders, specifically providing a 20 percent preference to Kentucky Correctional Industries and a 15 percent preference to other qualified nonprofit agencies for individuals with severe disabilities that meet specific employment and compliance requirements. Vendors must be registered in the Commonwealth eProcurement System and comply with all applicable state regulations, including completion of an Annual Affidavit for Bidders, Offerors and Contractors affirming compliance with Kentucky statutory requirements related to campaign finance laws, tax registration and payment obligations, and prohibitions on boycotts of jurisdictions maintaining open trade with Kentucky. All bids must be submitted electronically through the Kentucky eProcurement system; paper bids are not acceptable. Proposed pricing must exclude Federal Excise Tax and Kentucky Sales or Use Tax, be quoted as FOB Destination Freight Prepaid and Allowed, and remain valid for a minimum of 60 calendar days after the bid due date. The solicitation documents do not specify an overall contract value or budget range for this procurement.
