All equipment must include charging equipment installation, periodic maintenance consisting of four visits per year, and delivery to the warehouse facility in Monrovia, California by September 30, 2026. Qualified vendors must have a minimum of 5+ years of experience in industrial equipment and services and must submit bids for new products only; used, refurbished items, and alternate brands will not be accepted. Resellers must be authorized resellers of the manufacturer's products. Pricing must be all-inclusive excluding applicable sales tax and remain firm for 90 days. Selected contractors must maintain workers' compensation, commercial general liability insurance of $1 million per occurrence and $2 million annual aggregate, commercial automobile liability, and installation liability insurance. Warranty requirements include a 2-year/4,000-hour standard warranty and 3-year/6,000-hour major components warranty for both the reach truck and sit-down forklift, and a 6-month/1,000-hour standard warranty with 2-year/4,000-hour major components warranty for the pallet jacks. The due date for bid submission is May 23, 2026, with bid evaluation and notice of intent to award anticipated in May 2026. Vendors must submit bids electronically through the Court's Bonfire online procurement platform.

The Court has established a Disabled Veteran Business Enterprise (DVBE) preference program offering a 3% bid reduction incentive not to exceed $5,000 for qualified vendors. No incumbent vendors or current contractors are identified in the solicitation documents. The procurement documents do not specify an explicit award value or budget range; however, pricing is to be provided on an all-inclusive basis excluding taxes. Prior to contract execution, vendors may be required to provide proof of California business qualification, completed declarations if claiming DVBE incentives or small business preferences, and seller's permits or certificates of registration for tangible personal property sales. Vendors must execute the Court's standard contract form within five business days of receipt, with any work performed before receipt of a fully-executed contract completed at the vendor's own risk. The Court reserves the right to award the entire bid to a single vendor or to award multiple contracts to different vendors at its sole discretion. All participating vendors must acknowledge acceptance of all terms, conditions, rules, and procedures set forth in the solicitation documents, including provisions regarding the disclosure of any use of Generative Artificial Intelligence in goods or services provided.
