About this opportunity
The Ohio Department of Veteran Services is seeking bids to replace existing Wander Guard solutions at two veterans' home facilities located in Sandusky and Georgetown, Ohio. The procurement involves a standalone wander management system utilizing Bluetooth Low Energy (BLE) technology to monitor and prevent unauthorized exits by at-risk residents in senior living facilities. The system must include resident wearable components (smartwatch-like bracelets), door and perimeter monitoring components, and a centralized software platform with mobile application capabilities. Specific installation requirements include deploying 17 sensors across two nursing units at the Sandusky facility and 15 sensors across two nursing units at the Georgetown facility. Mandatory site visits are scheduled for November 4, 2025, at 11:00 a.m. in Sandusky and November 5, 2025, at 10:00 a.m. in Georgetown, with attendance critical for bid responsiveness. Bidders must submit detailed proposals through OhioBuys that include itemized labor hours, hourly rates, material costs, warranty information, and a Certificate of Liability Insurance, with the contract term extending until June 30, 2026.
The contract does not specify specific set-aside designations, but bidders must complete an Affirmative Action Plan and comply with various state regulations, including ORC 125.111. The current system being replaced is RoamAlert, and contractors are expected to evaluate existing cabling and component compatibility to minimize costs and disruption. The contract requires compliance with ADA, OSHA, NFPA standards, and includes provisions for criminal conviction disclosure, drug-free workplace requirements, and random drug testing. Contractors must maintain comprehensive insurance coverage, including commercial general liability ($1,000,000 minimum), automobile liability ($1,000,000 minimum), workers' compensation, and technology errors and omissions/cyber liability insurance ($5,000,000 minimum). While a specific budget range is not explicitly stated, the contract will be awarded to the lowest and most responsive bidder, with compensation not exceeding a specified amount in State Fiscal Year 2025. Bidders must also complete an Affirmation and Disclosure Form certifying that all services and state data will remain within the United States.
