About this opportunity
Sacramento County is soliciting proposals for the Walnut Grove Over Sacramento River Bridge Preventative Maintenance Project (BPMP), seeking comprehensive design and consulting services to address critical infrastructure needs. The project requires a registered civil engineer to determine repair scopes, design improvements, and provide technical support for extending the bridge's lifespan. Proposed improvements include concrete replacement, structural steel repairs in trusses, bridge deck replacement, electrical system upgrades, and center lock motor components repair. Evaluation criteria will assess the proposal based on project approach (30%), firm capabilities (30%), key staff qualifications (30%), and proposal quality (10%). The RFP was posted on November 13, 2025, with proposals due by December 11, 2025, targeting a tentative construction timeline in 2028. Consultants must provide electronic plans in AutoCAD 2025 and technical specifications in Microsoft Word 365, demonstrating recent experience in similar bridge design projects.
The contract will be funded through the Highway Bridge Program (HBP), with the maximum total payment amount yet to be determined. While specific set-aside designations are not explicitly detailed, the procurement appears to require compliance with nondiscrimination requirements and various state and federal regulations. Consultants must maintain appropriate insurance coverage and demonstrate technical expertise in bridge infrastructure design and maintenance. The project spans jurisdictions including Sacramento County and San Francisco City, indicating potential regional significance. Though specific budget ranges are not provided, the comprehensive nature of the project suggests a substantial investment in critical transportation infrastructure rehabilitation. The selected consultant will be responsible for preliminary engineering, final engineering, and construction assistance phases, indicating a comprehensive, multi-stage engagement with potential long-term project involvement.
