About this file
This is a Request for Proposals (RFP) issued by the Sacramento County Community Services Agency Department of Transportation for design and consulting services related to the Walnut Grove Bridge Over Sacramento River Bridge Preventative Maintenance Project (BPMP). The County seeks qualified consulting firms to determine the scope of repairs needed to address bridge deficiencies, design preventive maintenance and repair improvements, provide geotechnical services, perform independent technical review of plans and specifications, and provide bidding and construction support. Proposed improvements include concrete replacement or patching, investigation of rock rip-rap requirements around abutments and headwalls, bridge deck replacement, leaf trimming to ensure gate functionality, structural steel repairs in trusses, electrical system hardware upgrades, and center lock motor component repairs or replacement. The RFP was posted on November 13, 2025, with a proposal due date of December 11, 2025. The project is tentatively scheduled for construction in 2028. Consultant services are organized into four phases: Phase I (Preliminary Engineering), Phase II (Final Engineering), Phase III (Construction Assistance), and Phase IV (Required Services Criteria), with deliverables including general plan sheets, 65% and 100% plans/specifications/estimates, and ongoing construction support.
Compensation will be provided on a time and expense basis at rates stated in the fee proposal with a total not-to-exceed amount to be established in the final contract. The project is funded through the Highway Bridge Program (HBP) and is subject to compliance with federal and state requirements including prevailing wage provisions, nondiscrimination requirements, debarment certification, and Title VI assurances. The selected consultant must be a registered civil engineer in California with recent experience in similar bridge design projects and must be capable of providing electronic deliverables in AutoCAD 2025, Microsoft Word 365, and Microsoft Excel 365. Evaluation criteria consist of project approach (30%), firm capabilities and specializations (30%), qualifications and experience of key staff (30%), and proposal quality requirements (10%). The contract will utilize Sacramento County's standard consulting agreement, which includes provisions for independent contractor status, comprehensive insurance requirements (general liability minimum $2,000,000, professional liability $2,000,000, and workers' compensation statutory), indemnification obligations, and a four-year record retention requirement. The agreement is subject to Board of Supervisors approval and may be amended by the Director for administrative modifications within the established scope and maximum payment amount.
