About this opportunity
Kenosha County, Wisconsin, is seeking bids for Request for Bid (RFB) #1921 to remove and replace walk-in cooler and freezer units for the Kenosha Joint Services Evidence Room located at the Public Safety Building. The procurement involves comprehensive equipment replacement, including removal and disposal of existing cooler and freezer units, followed by provision and installation of new walk-in cooler and freezer equipment. Bidders must be original manufacturers or authorized distributors with five years of experience installing similar equipment, and must provide three references from comparable institutions served within the past five years. The project requires specific technical qualifications, including pad-lockable exterior doors with free exiting, and adherence to detailed specifications outlined in the project manual. Key procurement dates include a pre-bid vendor conference held on December 12, 2019, a vendor responsibility form deadline of January 2, 2020, and sealed bid submission due by January 7, 2020, at 2:00 PM CT to the Kenosha County Purchasing Division. Evaluation will focus on selecting the lowest responsive, responsible bidder meeting all project specifications, with the county reserving the right to reject any or all bids.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The project will be executed under a single prime contract with Riley Construction Company Inc. serving as the Construction Manager, with the work structured across four phased construction periods from January to June 2020. Bidders are required to submit a bid bond equal to five percent of the total bid price and provide a Performance and Payment Bond for 100% of the contract price within ten business days of award. While a specific award value was not directly stated, the documents include a $1,500 allowance for floor scanning and require pricing to remain firm for 90 days following bid opening. The county is exempt from federal excise taxes and Wisconsin sales taxes. The successful contractor will be responsible for coordinating with the construction manager and facility, attending pre-construction and coordination meetings, and providing a minimum one-year warranty on labor, materials, and equipment.
