About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Quote (RFQ 758 2100000108) on behalf of the Department of Criminal Justice Training for the procurement of one walk-behind floor scrubber to be delivered by June 15, 2021. The solicitation was posted on March 25, 2021, with written vendor questions due by March 30, 2021 at 1:30 PM ET and a closing date of April 9, 2021 at 1:30 PM ET. The equipment must be battery-operated with a one-touch control panel, tool-free removable brush exchange, interchangeable scrub deck, minimum 14.5-gallon solution and recovery tanks, onboard battery charger, and preferably offer at least five hours of runtime with bidirectional cleaning capability. The unit will be deployed in a 3,700-square-foot simulation training environment (Shoot House) at the Stone Building in Richmond, Kentucky, requiring exceptional maneuverability through spaces with eight rooms and thirteen doors featuring 33-inch clearances and a minimum 24-inch cleaning path to remove lead dust residue from non-lethal training rounds on sealed concrete flooring. Required deliverables include manufacturer warranty of at least three years for parts and two years for labor at no additional cost, parts and service manuals, a color quick reference guide, and mandatory on-site training for approximately 15 staff members. The contract will be awarded as a Group All award to a single vendor using a best value ranking approach with the following evaluation criteria: Price (90 points), Delivery (10 points), and Warranty (Pass/Fail), with the lowest-priced bidder receiving maximum price points and subsequent bidders scored proportionally. A one-percent-per-day penalty will be deducted from invoices for late deliveries, and delivery points only apply to vendors offering delivery sooner than the June 15, 2021 required date. All bidders must register in the Commonwealth eProcurement System, submit responses electronically through the Kentucky Vendor Self Service portal, provide pricing on an F.O.B. Destination Freight Prepaid and Allowed basis, and ensure all proposed pricing remains valid for a minimum of sixty calendar days after the bid due date.
Kentucky resident bidders are eligible for reciprocal preference in accordance with KRS 45A.490-494, and qualified bidders including Kentucky Correctional Industries will receive preference equal to twenty percent of the maximum points, while other qualified bidders (including nonprofit organizations furthering KRS Chapter 163 purposes or qualified nonprofit agencies employing individuals with severe disabilities) will receive fifteen percent preference. Prior to award, vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), a Certificate of Authority if a foreign entity, required affidavits affirming compliance with Kentucky campaign finance laws, sales and use tax registration requirements, state tax obligations, boycott prohibitions, and EEO forms if applicable. All bidders must also complete the Annual Affidavit for Bidders, Offerors, and Contractors, which must be notarized and establishes mandatory compliance requirements under penalty of perjury. The solicitation does not identify any incumbent vendors or current contractors, nor does it specify a budget range or award value, instead allowing vendor pricing to determine the cost of procurement. All pricing must exclude Federal Excise Tax and Kentucky Sales or Use Tax, and the vendor is responsible for all shipment, freight charges, and on-site setup costs as part of the quoted price.
