About this opportunity
The Massachusetts Port Authority (Massport) is requesting qualifications from multidiscipline consulting firms for professional services—planning, design, construction administration, and resident inspection—for four airfield capital improvement projects at Worcester Regional Airport spanning fiscal years 27 through 30, with submissions due August 13, 2026. Massport intends to make multiple consultant selections and will structure the contract on a work order basis, with individual work order fees to be negotiated.
The scope encompasses four projects: rehabilitation of Taxiway B from former Taxiway F to Runway 29; rehabilitation of the Terminal Apron; extension of Taxiway Bravo to Runways 33 and 15; and construction of Taxiway F from Runway 11-29 to Taxiway B. Respondents must demonstrate experience across civil engineering, pavement design, airfield electrical systems, cost estimating, airfield construction phasing, resident inspection, climate resiliency, and sustainable design. Consultants must specify in their cover letters their ability to obtain requisite insurance coverage and must agree to accept the terms and conditions of Massport's standard Federal work order agreement.
The total contract value shall not exceed $2.5 million per contract. A Consultant Briefing is scheduled for 10 a.m. on July 15, 2026, via Microsoft Teams. A Supplemental Information Package containing detailed scope of work and selection criteria is available as of July 1, 2026, on Massport's Capital Bid Opportunities webpage and on COMMBUYS. Submissions must be received via Bid Express and addressed to Luciana Burdi, Chief Infrastructure Officer. The procurement is structured under FAA direction relating to the Airport Improvement Program (AIP) grant program.
