About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is soliciting bids for a master agreement covering inspection, maintenance, repair, and replacement of Vulcan Gate systems, with electronic bids due November 4, 2026 at 1:30 p.m. Eastern Time. Kentucky resident reciprocal preference applies under KRS 45A.490-494, and qualified bidders may receive preferences equal to a percentage of maximum points, including Kentucky Correctional Industries (20 percent) and nonprofits serving individuals with severe disabilities (15 percent). Solicitation Modification 2 moved the deadline from October 28, 2026, and a revised bid sheet replaces the earlier version.
The scope covers Valtir-manufactured Vulcan Gate systems and includes visual inspections, debris clearing, lubrication, pin maintenance, operational testing, and replacement of damaged sections with original modular components. Traffic control must conform to the current Manual on Uniform Traffic Control Devices. Work may occur during night, weekend, and off-peak hours. Services serve the KYTC Division of Maintenance and Districts 4, 8, and 11 through delivery orders. The bid sheet contains 48 line items, and vendors must bid all of them to be considered. Vendors must register in the Commonwealth eProcurement System before submitting, and each bid must include a notarized Required Affidavit, a Certificate of Insurance, and the completed vendor bid sheet. Required coverage is Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit if applicable, and Kentucky Workers Compensation if applicable.
Evaluation weights price at 95 points and response time at 5 points. The lowest responsive bidder receives maximum price points, and other bidders score proportionally. Response time is stated in calendar days after a delivery order, and missing the contracted response time results in a one percent per day invoice deduction. Pricing is F.O.B. Destination, Freight Prepaid and Allowed, and remains firm for the first twelve months. Bids must remain valid for ninety calendar days after closing. Payment is due within thirty working days of invoice receipt and acceptance.
The initial term runs from award through October 31, 2027, with four optional one-year renewals by mutual written approval. The Commonwealth may extend the agreement 90 days and may extend it to other state agencies and political subdivisions with vendor consent. Tentative award is November 6, 2026. The question period closed October 16, 2026, with responses posted October 21, 2026.
