About this opportunity
The Northwest Regional Planning Commission (NRPC) is seeking a qualified technical consultant to support the Vermont Private Road Erosion Inventory (REI) Program Development in the Lake Champlain Basin. This procurement focuses on a two-phase project to develop and implement a comprehensive approach to identifying and addressing private road erosion issues. The selected consultant will be responsible for developing criteria to prioritize private road segments for erosion inventories, reviewing and recommending improvements to the REI application, and creating a Technical Assistance program to build capacity for conducting road erosion inventories in sub-watersheds. Key deliverables include a prioritization framework, recommended road standards, and a capacity-building technical assistance program. The consultant must demonstrate extensive experience conducting Road Erosion Inventories in Vermont and will be required to remain available during Phase 2 to provide technical support and answer questions. The solicitation was posted on December 8, 2025, with proposals due by January 27, 2026, though specific evaluation criteria are not fully detailed in the available documentation.
The procurement appears to be open to technical consulting firms with specialized expertise in road erosion inventories and watershed management, with a specific focus on the Franklin County region of Vermont. While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the opportunity seems targeted at environmental and engineering consulting firms with demonstrated experience in Vermont's watershed management practices. The project is geographically focused on the Lake Champlain Basin, suggesting a regional scope of work. Unfortunately, the specific budget range or potential contract value is not disclosed in the available documentation. The procurement is being managed by NRPC, which will oversee the consultant's work throughout the program development phases. The consultant will play a critical role in developing a systematic approach to identifying and mitigating private road erosion issues, which appears to be part of a broader environmental management strategy for the region.
