About this opportunity
The Pennsylvania Department of Military and Veterans Affairs is requesting bids on a Virtual Reality Training System configured for four simultaneous law enforcement users at the Northeast Counterdrug Training Center, Fort Indiantown Gap, with bids due June 12, 2026. The contract shall not exceed $120,000 and is funded entirely from state asset forfeiture funds. No pre-bid conference is scheduled; all questions must be submitted in writing to the issuing officer and responses will be posted as addenda.
The system must include four Vive Focus Vision VR headsets with law enforcement and tactical training scenario software, after-action review and device management capabilities, training weapons (M4/AR15 rifles, Glock 17 pistols, conducted energy weapons, and OC spray dispensers), weapon trackers, telemetry sensors, a Microsoft Surface laptop, Samsung Galaxy tablet, and associated accessories. The system must support multi-user capability for up to four users without virtual reality backpacks and function as independent single-user systems for remote deployment. The awardee must provide twelve months of system maintenance and support. Subcontracting is not permitted.
The Commonwealth awards to the lowest responsive and responsible bidder on an Established Price Contract basis. Bidders must be registered in Pennsylvania's Vendor Master file. For this contract value, the contractor must furnish a 100 percent performance bond and payment bond within ten days of award. Insurance requirements include worker's compensation and public liability with minimum coverage of $250,000 per person and $1,000,000 per occurrence. All personnel must comply with Fort Indiantown Gap access control requirements, including NCIC security clearance. Work is performed during normal business hours (Monday–Friday, 7:00 a.m. to 3:00 p.m.) with emergency repairs requiring pre-approval. Billing is limited to actual time and materials, with parts marked up at ten percent above invoice cost. The contract term extends for twelve months from purchase order issuance, with the Commonwealth retaining the right to extend for up to 90 days under the same terms.
