About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids for the production of 10,000 units of VR-ENV-10 decal and vehicle registration envelopes (4.25 x 8.5 inches, booklet format), with bids due July 16, 2026. Only pre-qualified vendors registered with the State of Michigan and able to accept EFT payments are eligible; pre-qualification takes approximately one week and can be arranged by contacting Andrew Hale at 517-636-0092 or halea3@michigan.gov.

The envelopes must be printed on 24-pound white wove stock in black ink and PMS-287 Great Lakes Blue, featuring an elongated gummed flap (1.5 inches deep with 55-degree corner cuts) and dual clear polystyrene windows on the back (left window 1 inch wide by 1.5 inches high; right window 1.125 inches by 3.5 inches) fully sealed to support high-speed machine inserting. Packing must be 500 units per box and 2,500 units per carton with visible labeling. Electronic files in source software format (with all revisions, fonts, and images) and PDF proof approvals are required before production.

All bids must include freight to the State's dock at the General Services Building, 7461 Crowner Drive, Lansing, Michigan 48913 (dock hours 8:00 a.m. to 3:30 p.m., Monday–Friday), on an F.O.B. Destination, prepaid basis. Shipments requiring pallets must comply with specific pallet specifications: single-face hardwood with three 2" x 4" runners, 3/4" minimum deck-board thickness, maximum dimensions 48" x 48" x 5'6", and 4,000-pound maximum gross weight. Late bids will not be accepted. Award is based on best price and value to the State; the lowest bidder does not automatically receive the award if quality or compliance concerns exist. All deliverables, intellectual property, and improvements become the exclusive property of the State. Payment of undisputed invoices is due within 45 calendar days of invoice receipt or final acceptance, whichever is later.
